Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks a highly qualified individual to serve as Program Assistant in support of the Office of Planning, Research, and Evaluation (OPRE) in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF).

The Program Assistant supports administrative, operational, and logistical activities of the Office of Planning, Research, and Evaluation (OPRE) in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). OPRE conducts rigorous research and evaluation for improving child and family well-being. The Office oversees contracts and grants to study ACF’s social services programs and the low-income and at-risk children and families they serve. Areas of focus include Head Start, welfare, employment and self-sufficiency, child abuse and neglect, child care, responsible fatherhood and healthy marriage, maternal and infant home visiting, and youth services. OPRE includes approximately one hundred federal and contracted staff, primarily research and evaluation specialists. The Office oversees a portfolio of approximately $200 million in grants and contracts.

OPRE has 5 divisions: the Office of the Director, the Division of Data and Improvement, the Division of Family Strengthening, the Division of Child and Family Development, and the Division of Economic Independence. This position will support division leadership and federal staff in the Division of Economic Independence, which has primary responsibility for welfare, employment, and family self-sufficiency research, by carrying out responsibilities related to logistical planning, tracking, and documenting; operational improvements; and other tasks in support of managing a portfolio of federal research and evaluation contracts and grants. Responsibilities may include:

  • Scheduling and assisting in the planning of division and research team staff meetings (creating agendas, taking meeting notes, coordinating schedules, etc.)
  • Scheduling and assisting in the planning of division-wide meetings or events, including social committees, retreats, conferences, technical working groups, etc.
  • Assisting in electronic filing organization and records management activities
  • Triaging and tracking items needing clearance or review
  • Coordinating division responses to data and information requests (weekly reports, data calls, and ad hoc requests) with quick turnaround times and deadlines
  • Coordinating the compilation of the division’s annual portfolio of research and select Program Office newsletters
  • Assisting in developing strategies and systems for managing workflows
  • Providing ad hoc administrative support to project teams including formatting documents and PowerPoint slides, light copyediting, data entry, information gathering, etc.
  • Managing special projects for the division
  • Performing other duties as assigned

Qualifications:

  • A bachelor’s degree in a related field is required, plus 1-3 years of experience
  • Strong organizational, oral, and written communication skills, including the ability to write clearly and succinctly
  • Ability to be detail-oriented, self-motivated, and prioritize and balance a diverse workload
  • Ability to work independently and as part of a team
  • Excellent time management skills, including handling multiple projects simultaneously and on tight timeframes
  • While not required, experience with and interest in research, program evaluation, and knowledge of policies and programs affecting children and families served by ACF programs, particularly Temporary Assistance for Needy Families (TANF) and other human services programs that seek to foster family economic security, is a plus
  • Intermediate to advanced experience in Microsoft program is a plus (Word, Excel, Outlook, Teams)
