Leidos QTC Health Services is looking for a technically savvy, passionate, and trained writer for the role of Functional Proposal and Technical Writer to interpret customer requirements and work with subject matter experts (SMEs) to write clear, concise, and compelling marketing and proposal documentation.
The successful candidate must possess the ability to work collaboratively with solutions architects, SMEs, and program leadership to capture key concepts and ideas while maintaining consistency in messaging and strategy through the use of proper tone/voice. Writing assignments may include white papers, request for information (RFI)/sources sought responses, request for proposal (RFP) responses, proposal technical content and solutions, past performance, staffing plans, resumes, oral/video proposal presentations, and marketing material for on-contract growth or new business pursuits. Other writing assignments may include pre- and post-award contract deliverables, such as training plans, quality control/quality assurance plans, and transition plans.
As a member of the Proposal Operations Team, the candidate must be able to work well within a team and be comfortable in a very fluid and fast-paced environment, building and responding to both short- and long-term projects, deliverables, and plans. This position includes working with customers, internal program team members, SMEs, and other partners and contractors. A customer service mindset and approach are critical.

In This Rewarding Role You Will
- Conceive, write, edit, and proofread communications including, technical documents, presentations, and customer-specific marketing materials.
- Write technical and management approaches, resumes, past performance sections, business proposals, pricing narratives, market analyses, and other required proposal sections and volumes; ensure work products comply with government requirements for both format and content, in accordance with RFI/RFP instructions and evaluation criteria.
- Work as part of a collaborative team to clearly articulate solution and strategy, approach to performing the work, experience, win themes, and discriminators.
- Apply communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.
- Write clear, persuasive, and articulate proposal sections; translate complex information, ideas, and data into easily understandable text.
- Develop subject matter expertise in assigned line(s) of business (LOB) by working closely with operational, technical, functional, and management SMEs, attending relevant meetings and work groups, and generally taking proactive steps to deepen understanding of LOB to inform and improve writing and work products.
- Participate in continuous process improvement efforts as applicable to job duties.

- Bachelor’s degree from an accredited university and 5-10 years of prior relevant experience or master’s degree with 3-5 years of prior relevant experience.
- 3-5 years of health industry experience
- 3-5 years of relevant functional/operational experience demonstrating applicable subject matter expertise.
- Demonstrated experience working as a proposal writer responding to government solicitations.
- Expert level technical writer with business development and competitive proposal experience, including uniform contract format, with an emphasis on writing to performance work statements/statements of work, instructions to offerors, and evaluation criteria.
- Advanced proficiency in Microsoft Word and PowerPoint, including formatting, styles, and templates; proficiency in Adobe Acrobat for creating and editing PDFs.
- Working proficiency in knowledge and content management tools such as SharePoint.
- Graphic design skills a plus.
- Ability to travel as required
- Position is fully remote
- Work Schedule: Monday- Friday 8:00am -5:00pm
- CST or EST preferred
- Up to 20% travel required to Leidos Headquarters, Leidos QTC Health Services corporate offices, and industry events.
- Salary Range- based on a candidate's years of experience, education and locationwith an annual bonus potential of up to 8%(bonus paid to be paid out quarterly)

- level 3- (Bachelor's degree 5-9 years of experience) -$83,835- $102,465
