What are the responsibilities and job description for the Program Manager position at Kapili Services, LLC?
The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Program Manager to oversee an Operational and Institutional Support program for an aerospace customer out of Cape Canaveral, FL.
RESPONSIBILITIES INCLUDE:
- Plans, executes, and manages program requirements, organizing, training, recruiting, interviewing, and supervising a support staff.
- Serves as the single point of contact with Government personnel.
- Provides support services management to ensure the effective and efficient delivery of support of the customer's mission.
- Provides effective and timely customer communications and coordination of contract activities.
- Provides front-end team organization, providing methodology and general project approaches/concepts assistance, managing contract work package schedule.
- Responsible for the performance of all activities and requirements, and organizes, directs, and coordinates planning and production of these activities.
- Interacts with appropriate Government management personnel, other contractor managers, as applicable, and customer representatives.
- Formulates and reviews strategic plans, contracting arrangements, and deliverables.
- Ensures compliance with contract terms and conditions.
- Ensures coordination between subordinate personnel and all central management functions within the organization, and between those central management functions and appropriate Government personnel.
- Manages a geographically dispersed workforce.
- Coordinates changes in company policies and activities with appropriate Government personnel.
- Possesses excellent technical review capabilities and the ability to manage and allocate/prioritize resources for simultaneous activities or projects.
- Possesses excellent oral and written communication skills with a demonstrated capability for dealing with all levels of management personnel, contractor managers, and customer representatives.
- Ensures contractor employee training requests are directly related to the associated labor categories, contract scope, and is NASA unique prior to obtaining NASA concurrences for training to be authorized and funded by NASA appropriations.
REQUIRED DEGREE/EDUCATION/CERTIFICATION:
- Bachelor's Degree required in a related field from an accredited educational institution.
REQUIRED SKILLS AND EXPERIENCE:
- 10 years or greater applicable experience with at least 8 years leadership experience on a contract of similar size.
DESIRED SKILLS AND EXPERIENCE:
- At least 10 years of equivalent professional experience in project control of major government infrastructure support contracts.
- Expert Technical knowledge to provide clear, straightforward communication and interpretation of complex cost issues to customer management.
- Experience providing guidance and recommendations in addressing financial implications of management decisions.
- Expert knowledge in developing a set of logic rules to be implemented in the customer Maximo system to ensure costs are charged to correct funding sources.
- Expert knowledge in the evaluation of contractor proposals; determine effect of contract changes on budget.
- In depth knowledge of contract management techniques to include award fee evaluation process and contract change processes.
- Comprehensive knowledge of aerospace business processes and cost reporting requirements.
- In depth working relationship with DCAA/DCMA on Prime and sub-contract performance issues that affect current and future budgets.
REQUIRED CITIZENSHIP AND CLEARANCE:
- Must be a US Citizen.
- Must be able to pass a favorable background check.
