Position Summary:

The Human Resources Administrator is responsible for performing Human Resources related duties on a professional level and works closely with Human Resources Director in supporting the Human Resources Department functions. In addition, the position works closely with the KVHC Leadership Team in developing, implementing and evaluating ongoing Human Resources policies, programs, functions and activities. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. The Human Resources Administrator must be sensitive to corporate needs, employee goodwill and the business needs.

Essential Functions:

  • Plan, direct and administer all activities relating to administration and maintenance of the employee benefits programs including group health and life, workers' compensation, unemployment and retirement plans. Develop, implement and control programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.
  • Assist the HR director in the daily administration of other HR services as directed or assigned, including recruitment and selection, promotions, transfers, contract administration, job classification, performance evaluation, and employee relations in accordance with quality management principles and overall objectives of the organization.
  • Administer the Paychex Flex Human Resource Program and On-boarding Module
  • Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identify trends that could affect organizational objectives and/or operational resources.
  • Performs customer service functions by answering employee requests and questions.
  • Assists with the preparation of the performance review process.
  • Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Participates in developing department goals, objectives and systems.
  • Assists with the recruitment effort for all exempt and nonexempt personnel, students and temporary employees; conducts new-employee orientations and on-boarding
  • Responsible for all aspects of KVHC’s interviewing process.
  • Works closely with the Credentialing Coordinator to insure that hiring, on boarding and all compliance is adhered to.
  • Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
  • Maintains human resource information system records and compiles reports from the database.
  • Maintains compliance with federal, state and local employment and benefits laws and regulations.
  • Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.
  • Maintains employee personnel files.
  • Reports, maintains and monitors all workers' compensation case files; follows-up on open cases.
  • Administers COBRA for group health plans.
  • Complies with all safety rules and protocols. Reports all incidents, regardless of severity, immediately to supervisor and completes an incident reports and investigation form, which will be forwarded to Human Resources within 24 hours of the incident.
  • Complies with all policies and protocols.
  • Performs additional duties or projects as assigned by supervisor.

Requirements:

  • Previous experience in Human Resources Administration
  • Working knowledge of Microsoft Office Products
  • Basic knowledge of employment law, FMLA, Worker’s Compensation, and ADA
  • Degree in Human Resources or related field preferred
  • General Knowledge of health care practitioner licensing and privileging process
  • Ability to work independently in a team setting and to react to change productively.
  • Must possess high level organizational, communication, and problem solving skills.
  • Travel in and out of state as needed.
  • Ability to travel between all KVHC sites.
  • Valid State of Maine Driver’s license and ability to be insured by KVHC’s vehicle insurance carrier

Physical Performance Standards:
Requires full range of body motion with the ability to bend, kneel and stoop. Must possess:, the ability to sit and or stand for long periods of time, the ability to lift approximately 20 lbs., visual acuity with color vision, the ability to communicate effectively and calmly in a professional manner, the ability to follow all workplace policies including safety and confidentiality, the ability to perform repetitive motion keyboarding functions, knowledge of common safety hazards and precautions to establish a safe work environment, skill in preparing and maintaining records, writing reports, and responding to correspondence, ability to communicate clearly and ability to follow and comply with all safety policies and procedures
