About Role:
As a kynector Program Regional Manager, you will report to the KPCA Director of Community Engagement and Outreach. This position will be a hybrid location with partial remote duties combined with weekly travel to 8 or more (KCTC) Kentucky Community and Technical College campus locations and to facilitate biweekly kynector training/update meetings. You will manage a regional team of 8 kynector Coordinators, most of whom are located on KCTC campuses with their endeavors to assist college students, staff and faculty and to support KPCA Staff (and occasionally coordinate with member clinic outreach teams and other community organizations) with aiding Kentuckians to apply for, and retain, consumer assistance benefits, including Medicaid insurance, Kentucky Children’s Health Insurance Program (KCHIP), and to explain options for purchasing health benefit plans through the state health benefit exchange with payment assistance when applicable. You will assist initially with enrollment on 8 or more KCTC campuses, while assisting with your new kynector staff hiring, training, and program implementation, until finally transferring ownership of each location kynector activities to your newly certified kynector Coordinator whom you continue to supervise/support. You may also conduct public education activities to raise awareness about kynect, most of which will be held on campus. The kynector Program Regional Manager will provide insights and support to all internal KPCA employees and stakeholders and will provide feedback on kynector progress; gathering, compiling, and maintaining monthly kynector metric report data records, as required.
The KPCA will employ the kynector Program Regional Manager as an at-will employee.
Essential duties and responsibilities include, but are not limited to:
● Secondary Kentucky Online Gateway (KOG) Organization Administrator.
- Liaison between kynectors and KPCA Director/KHBE.
- Complete yearly certification training.
- Onboard new kynectors.
- Ensure prompt yearly recertification is completed for each kynector.
- Monitor training status.
- Add/remove kynectors from KOG roles as needed.
- Reassign associated cases.
- Collecting, combining, maintaining, and submitting monthly metric enrollment and outreach data reports.
- Ensuring accuracy of all organizational user data including contact info, counties served, within worker portal.
- Assisting with issue escalation, user troubleshooting and access/onboarding issues as needed.
● Assists with kynector equipment and/or supply purchases, tracking, and KHBE P.O. requests.
● Transfers phone and email requests for help with enrollment assistance to appropriate staff when needed.
● Helps develop and maintain documents and job aids used in O&E activities.
● Helps tracks outreach effort calendars, timely updates, and submissions to KHBE.
● Assists with hiring, onboarding, training, certification, and management of assigned regional kynector team, 8 personnel on member teams.
● Stays informed of changes in the application and retention process for consumer assistance programs, including healthcare insurance.
● Attends all state kynector/SNAP update meetings, sharing notes with regional kynector team.
● Attends KPCA and other kynector meetings as required.
● Coordinating efforts and attending regular meetings with other kynectors and organizations as needed.
● May include engaging and educating individuals and families in the community at events such as health fairs, homeless shelters, churches, community centers, social service organizations, and other locations where people in need of consumer assistance benefits may gather or reside.

Qualifications:
● Bachelor’s degree (or equivalent education) preferred.
● 2 years KOG, kynect, DCBS or Medicaid experience required.
● Experience with MS Teams and Works.
● Preferred background in KOG management, current or previous certification as a kynector or Certified Application Counselor (CAC).
● Stand, walk, twist, bend, sit for extended periods, enter data into a computer.
● Flexibility to work 40 hours weekly (Monday – Friday), available to work weekends - as required.
● Valid KY driver’s license with reliable transportation and willing to travel 3-5 days per week.
