The Environmental Health Services Division (EHS) of Public Health - Seattle & King County is seeking a Project Program Manager III to coordinate a rate study to inform the fees we charge for our services and identify how we can more effectively deliver services, as well as perform independent work and analysis to support the Rate Study. Responsibilities encompass multi-disciplinary project management responsibilities and overseeing a complex project in a political environment. This position will report to the EHS Finance Manager.The successful candidate will have the opportunity to contribute to the protection of public health and the environment in King County by providing leadership around our division’s financial rate assessment process and service delivery to the public. This position is an excellent opportunity for exposure and skill building in local government, finance, operations, and project management. About The Environmental Health Services Division (EHS): EHS, a division of Public Health - Seattle & King County, focuses on prevention of disease through sanitation, safe food and water, proper disposal of wastes and toxics, and promoting safe and healthy environmental conditions throughout King County for the benefit of all residents and visitors. The majority of EHS work is funded through permit fees that programs collect based on a full-cost recovery rate methodology, as required by King County Board of Health Rules and state law. EHS issues over 150 different types of permits within its three main service-focused sections: Food and Facilities Protection; Community Toxics, Science and Policy; and Community Environmental Health. Within these three sections businesses and individuals receive permitting and inspection services for food establishments (restaurants, food carts, coffee shops, delis, grocery stores, temporary food events); food handlers; solid and biomedical waste; pet businesses; pools and water recreation facilities; plumbing and gas piping; and on-site sewage/septic systems.EHS is required to conduct a Rate Study at least every five years to assess program functions, needs, efficiencies, and costs involved in providing services to the public. The study will also include equity and social justice considerations, looking at where and how rates and service delivery impacts equitable outcomes. The Rate Study, last conducted in 2019, includes a time study, demand forecast, financial policy recommendations, and financial modeling. While the initial steps of the Rate Study have already begun, the bulk of the Study will take place in 2024. Toward the end of 2024, rates will be reviewed and ultimately adopted by the King County Board of Health to go into effect in 2025. Internal partners include EHS program staff/supervisors, EHS division leadership, Department finance staff, King County executive office representatives, County ESJ staff, and Board of Health and other representatives.
