King County Metro’s Rail Division seeks an experienced and highly capable individual to become the next Rail Technical Trainer.
Are you passionate about supporting employees and helping them be successful in their roles? Do you enjoy teaching others and supporting their learning and growth? King County Metro’s Rail Division has an exciting Career Service (CS) opportunity for someone excited about training and development. As a member of our Rail Technical Trainer team, you will train the light rail workforce in King County. Rail Technical Trainers play a critical role in onboarding, training, and developing Rail employees and in supporting Rail’s Culture of Care and Operational Excellence strategic priorities.
The Technical Training team is responsible for the development, implementation, and facilitation of training courses for a variety of trades and job classifications at Link Light Rail. Trainers typically focus on one or more of the following areas, including but not limited to:

  • Operations

  • Vehicle Maintenance

  • Track & ROW Maintenance

  • Power

  • Signals

  • SCADA

  • Facilities Maintenance 

  • Business and Administration

  • Onboarding and General Training

Trainers will typically receive cross-training in one or more areas that they may not be familiar with. Trainers instruct in both the classroom and in hands-on situations and evaluate student progress throughout the training program.  They are also involved in coordinating with Rail management in the oversight of rail operations and maintenance work, to ensure that safety and quality of services are delivered according to our standards, best practices, and rules.

We are currently seeking one (1) Technical Trainer who will initially focus on Onboarding & General Training, and who will be cross trained to provide a variety of training at Rail. This recruitment will be used to fill one current Career Service vacancy and may be used to create a list for future Career Service vacancies in this classification at Rail that may occur within the next 12 months, or at the discretion of the hiring authority.

About King County Metro Transit's Rail Division 
King County Metro is the exclusive partner and operations and maintenance provider to Sound Transit's Link Light Rail system. Light Rail is the backbone of Puget Sound's mobility future. With fast, frequent, reliable connections, the system is poised for significant expansion during this decade.
As Light Rail continues to grow, it will influence and inform Metro's investments of resources well into the future. To strategically and effectively manage such a significant, accelerated rate of growth, the Division Director's Office has established the following strategic priorities to address what matters most:
  • Meet our obligation to Sound Transit and the region through effective expansion of staff who operate and maintain the light rail system
  • Build a culture of care, belonging and inclusion where all employees can thrive
  • Ensure safe, high-quality operations for employees and customers
  • Strengthen partnerships with Sound Transit (Link) & Seattle Dept of Transportation (Streetcar)
This position is considered safety sensitive. Applicants for these positions are required to undergo drug testing prior to employment and subsequent to commencement of employment, will be subject to random, post-accident, reasonable suspicion, return to duty, and follow-up drug and alcohol testing in compliance with Federal DOT alcohol and controlled substance testing program protocols.

This recruitment is open to internal and external applicants and may be used to establish an eligibility pool to fill future Career Service and/or temporary vacancies which may occur over the next twelve (12) months, at the discretion of the hiring authority.

Work Schedule
The work schedule is generally an 8-hour shift and may require non-standard hours such as swing or graveyard. Schedules are assigned based on the needs of the department. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.

  • Onboard, support, and train diverse employees with a wide variety of backgrounds and experiences.
  • Develop, implement, and conduct training (including curriculum, lesson plans, hands-on training and demonstration, training materials, and assessment) for rail employees and others as assigned, ensuring that training aligns with all standards and requirements and supports safe operations, including:
    1. Maintain up-to-date training content
    2. Prepare and maintain training aids, charts, visual aids, equipment simulators, mock-ups, and other material
    3. Ensure availability of classroom space and equipment for training programs
    4. Conduct initial, refresher, and retraining sessions as needed
    5. Deliver technical and compliance training as required
  • Assess learners, monitor progress, and conduct formal evaluations of trainees, including:
    1. Provide progress evaluations and performance counseling
    2. Ensure that trainees are compliant with Link Light Rail governing documents and policies including but not limited to rules, procedures, and time accountability
    3. Recommend and implement support strategies for trainees who are struggling to meet standards
    4. Evaluate and recommend to management the termination of trainees who do not meet standards
    5. Act as a designated examiner in the testing and certification of rail vehicle operators and other rail positions
  • Maintain complete and accurate training documentation, including:
    1. Accurately record attendance, quiz/exam/evaluation scores, completions, and other trainee information
    2. Adhere to King County record retention requirements
    3. Maintain a variety of reports, perform data input and retrieval, review forms and documents for accuracy and file/forward as appropriate
  • Support emerging training needs of the division as required, including:
    1. Provide customized training as needed
    2. Assist in training other areas on a project basis
    3. Evaluate new equipment and changes in existing equipment and incorporate changes into training curriculum
    4. Participate in the testing, certification, and opening of new rail extensions
    5. Participate in the testing and certification of new rail cars
    6. Participate in rail audits, emergency drills, and simulations
  • Maintain up-to-date knowledge of training processes, safety principles, Metro rules/policies/procedures, and all applicable federal, state, and local laws
  • Research and prepare technical and administrative reports to support division needs
  • Operate rail vehicles and perform other related duties as assigned

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
Experience as a trainer and/or educator of adults AND two years of work experience in a transportation, transit, or industrial environment
OR
Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability to perform the work
Desired Qualifications:
  • Working knowledge of trainee assessment and performance evaluation, including providing feedback and performance counseling
  • Strong written and oral communication skills
  • Experience developing, evaluating, and revising training materials
  • Experience developing policies, procedures, rules, and reports
  • Demonstrated ability to organize work, set priorities, and meet deadlines
  • Demonstrated ability to work effectively with a diverse population in varying occupations and situations and apply equitable practices to training.
  • Skill in problem solving, analyzing, and evaluating efficiency and quality, and making recommendations for improvements.
  • Working knowledge of or the ability to learn state and federal rules and regulations related to rail operations, maintenance, and industrial and transit-related safety.
  • Working knowledge of or the ability to learn transportation operation and maintenance rules, policies and procedures, forms, records, and documentation requirements.
  • Ability to learn and become proficient with database systems used for rail rules, policies, procedures, training materials and training records.
  • Skill in the use of MS Word, Excel, PowerPoint, and Outlook.
 Necessary Special Requirements
  • Valid Washington State Driver's License within first 30 days of the start date and an acceptable driving record
Working Conditions
  • Able to climb stairs and board rail on elevated guide way
  • Sit for extended periods
  • Lift or pull up to thirty (30) pounds
  • Perform repetitive body movements to operate equipment
  • Work independently with a minimum of breaks
