Position Summary:
This position provides coordination, supervision and general oversight of child development services in Head Start/Early Head Start/ECEAP classrooms and socialization sites ensuring comprehensive program delivery to children and families using an approved developmentally appropriate curriculum which promotes routines, social, emotional, physical, and intellectual growth of children in the program. Assists the Birth to Five Child Development Managers in the delivery of a comprehensive child development program which complies with; Funding Source Standards to insure that staff, parents and volunteers receive instruction and training in Early Childhood Education. Must have, concern for and understanding of low-income people.
Minimum Qualifications:
Education and/or Experience:
- Requires a Bachelor’s or advanced degree in early childhood education or related field with equivalent coursework and early childhood teaching experience;
- Three years’ experience working in an early childhood setting, working directly with children and families
- At least one year in a supervisory role.
- Must be able to, relate positively with children, parents and program staff.
- Must have demonstrated organizational skills and possess ability to supervise other adults
- Must participate in, relevant training/education to be determined by employee evaluation for professional growth.
- Valid Washington State Driver’s License
- Current auto liability insurance and a reliable vehicle.
- First Aid/CPR certification (within 90 days of employment)
- Food Handlers Permit (within 90 days of employment)
- Ability to pass a Washington State criminal history background check.
- Responsible for the operation and maintenance of safe, clean, healthy, and productive work environments, including both indoors and outdoors, of assigned facilities.
- Ensure compliance with all federal and state regulations, Program Performance Standards, Washington Administrative Code (WAC), and KCR Policies & Procedures.
- Conduct on-site formal and informal observations and file monitoring according to departmental timelines and program needs to ensure compliance and quality measures are met.
- Oversee planning and implementation of curriculum with fidelity in each class through weekly lesson plan monitoring, with feedback and electronic approval, and formal/informal classroom observation of planned activities.
- Oversee the implementation of developmentally appropriate activities which promote learning in the Five Central Domains of the Head Start Early Learning Outcomes Framework, the WA State Developmental Guidelines, and the 38 TS GOLD Learning Objectives.
- Supervise site staff and ensure completion of performance evaluations at intervals in accordance with KCR Policies & Procedures.
- In collaboration with Child Development Coaching staff, ensure each staff participate in goal setting by establishing a Professional Growth and Development Plan for both classroom and educational goals.
- Help to develop the teaching and leadership abilities of staff and volunteers through role modeling, mentorship, and providing training and resources to staff.
- Provide technical assistance and training to teaching staff in child development systems and tools, the development of classroom lesson plans, child and family goal setting, and high quality teaching practices.
- Assist staff to configure room to meet the Creative Curriculum requirements, maximize classroom management, and support children with behavioral concerns.
- Develop approaches to identify children’s needs, assist staff and parents to resolve problems as appropriate.
- Assist staff with behavior concerns, making referrals to appropriate providers, and establishing guidance plans as needed.
- Establish positive relationships with parent at assigned sites and be available to support and assist them as needed.
- Assist in the coordination of services for children by specialists and outside consultants as needed including Behavioral Health, IDEA Part B, and Part C providers.
- Provide guidance to substitutes and volunteers to maintain classroom quality in accordance with all policies, procedures, and Performance Standards.
- Maintain Professional Development Plan goals that meet a minimum of 15 training hours per year and may include college coursework, conference travel, classroom observation, and videotaped observations.
- Travel as needed throughout Kitsap County
- Attend and participate in all required meetings and trainings including Child Development Team meetings, All Staff meetings, monthly professional development, site parent and team meetings, and others as designated by Program Management.
- Ensure all monthly paperwork is completed at assigned sites and turned into the appropriate person.
- Maintain confidentiality in accordance with agency policy and legal requirements, being respectful of the rights and privacy of all staff, parents, and children.
- Develop daily staff schedules that allow for breaks and lunch, planning time, and conferences/home visits while maintaining adult: child ratios. Schedule staff coverage during those times as applicable to individual sites.

HEALTH REQUIREMENTS:
KCR Early Head Start/ Head Start/ ECEA Programs require that all staff be tested for Tuberculosis upon employment, before contact with children. Testing done prior to employment will not be recognized. Initial physical exam within 90 days of employment is required.
Essential Physical/Mental Functions:
The physical requirements of this position require being able to physically match the activity level of very young children. Position requires intermittent sitting, standing, walking, twisting and bending. Must be able to get down on the child’s eye level and the floor. Must be able to lift up to 50 pounds. Simple grasping and hand manipulation required as well as reaching above and below shoulder level. Must be able to withstand exposure to noise in a pre-school environment. Must be mentally alert and able to react quickly and appropriately when dealing with young children. Requires accuracy, good communication, judgment, and the ability to remain calm and provide appropriate advice and information. Must be able to exhibit regular attendance.
