Job Summary:

As the HR Director at Klamath Health Partnership, you will play a critical role in ensuring that our organization attracts, retains, and supports a talented workforce. You’ll be responsible for overseeing all aspects of human resources management, fostering a positive work environment, and promoting our mission of providing accessible, culturally sensitive, and quality-driven healthcare services to the community.

HR Operations

  • Administer and oversee the Human Resources program including but not limited to compensation, benefits and leave, disciplinary procedures and matter, disputes and investigations, performance and talent management, employee engagement and morale, occupational health and safety, and training and development.
  • Collaborate with leadership to understand and develop the organization’s goals and strategy related to Human Resources, staffing, recruiting, and retention.
  • Develop policies and procedures and file regulatory reports to ensure and maintain organizational compliance and mitigate risk on applicable federal, state, and local laws, rules, and regulations.
  • Develop, update, and maintain a Personnel Practices and Process Guide to be used as a reference for all Human Resource staff members.
  • Implement key HR metrics to measure success of people functions including, but not limited to, engagement, retention, development, training, recruitment, to foster a culture of success, accountability, transparency, and collaboration.
  • Ensure the Employee Handbook is revised on a consistent basis (annually), that it complies with all federal, state and county regulations and that the handbook serves the best interests of our employees and is a resource guide to supervisors and managers.
  • Maintain confidential personnel documents, to include employee files, employee medical files, I-9 files, employee relations files, incident reports, workers compensation, leave (FMLA/OFLA/PLO), and credentialing files, in accordance with federal and state confidentiality, retention, and storage regulations.
  • Ensure HR personnel in regard to confidentiality requirements and KHP’s expectations of ethics, integrity, and compliance.
  • Perform a comprehensive HR audit on an annual basis, alternating every other year between an internal audit and an audit performed by an external Human Resources Management firm. Partner with Finance and other departments as needed to update systems and processes to ensure accuracy, efficiency & security.
  • Oversee the performance appraisal system to drive high performance and support managers in providing constructive feedback and coaching to employees.
  • Oversee credentialing, re-credentialing and privileging activities in accordance with established policy and procedures and coordinate with the Compliance and Risk Officer and Credentialing Specialist to ensure all documentation is collected, maintained, and renewed as appropriate.

HR Recruitment

  • Develop and maintain a recruitment plan to include partnering with hiring managers to set and drive strategy, goals, process, and metrics in order to attract and retain great talent.
  • Oversee recruitment cycle to include job postings, announcements, interviewing, develop offer letters for CEO approval, and new hire orientation.
  • Ensure job descriptions are updated and that all positions are classified appropriately.
  • Stay informed on national and state student loan repayment programs and recommend strategies to leverage these programs in talent recruitment.

Training & Development

  • Responsible, in coordination with the CEO, for the design, delivery, and implementation, of management training to include Leadership Competencies.
  • Design, deliver, or outsource (depending on budget) training programs for all employees including but not limited to mandatory, performance management, HR practices and policies, safety, and supervisory skills.

Employee & Labor Relations

  • In coordination with the CEO, manages wage and salary administration: salary surveys, recommendations for pay increases, COLA adjustments, wage equity across job families, and assists in establishing pay scale models for systemized salary and wage administration in accordance with budgetary requirements.
  • Manage complex employee relations cases, from incident report through final disposition. Ensuring that all cases are properly documented and issuing complete reports and recommendations to senior management as requested by the CEO.
  • Oversee all terminations of employment; personally handle complex departures in partnership with the CEO and COO.

Employee Engagement and Culture:

  • Promote a positive work environment by fostering a collaborative, inclusive culture that reflects mission, vision, and values, attracts top talent, and advances engagement, effectiveness, and innovation.
  • Coach and mentor managers and supervisors to create leadership strength capable of addressing challenges of a highly dynamic organization.
  • Facilitate the continuous improvement and utilization of systems, processes, quality, efficiencies, satisfaction, engagement and outcomes with employee input.
  • Encourage open dialogue between departments and resolve workplace complaints.

Other Responsibilities

  • Ensure that the HRIS system meets the needs of KHP, oversee data entry, and ensure data integrity in order to produce accurate reports.
  • Oversee coordination of employee communication, recertification of benefit issues, and open enrollment. Make recommendations to the CEO regarding benefit upgrades, or cost saving initiatives including health insurance, retirement plans, COBRA, Worker's Compensation, disability, etc.
  • Contribute to strategic planning in collaboration with others on the Leadership Team.
  • Maintain current knowledge and expertise in state, federal, and local laws, regulations, and programs to ensure departmental compliance in all facets of employment law (FLSA, EEOC, OSHA, ADA, and Workers Compensation).
  • Convey pertinent updates to the CEO and Leadership Team and ensure timely and appropriate application of new policies and procedures.
  • Other related duties as assigned.

Qualifications:

  • Bachelor’s degree or MBA in human resources or related field required.
  • SHRM-CP or PHR certification highly preferred, but not required.
  • Five or more years of human resources and supervisory experience, preferably in healthcare or a similar setting.
  • Diverse knowledge of HR systems and databases.
  • Strong leadership skills and the ability to architect HR strategies.
  • Solid understanding of applicable employment laws and regulations, NLRA, and the skill set to make decisions, and advise management on effective employee, and labor relations decisions.
  • Experience in a 150-200 employee population with minimal HR headcount.
