SUMMARY:
The Lead, Program Management function reports to either a Sr Manager / Director of Programs and will be responsible for the overall direction and management of major programs/projects leading integrated product teams consisting of cross-functional personnel ensuring seamless team management and development, program delivery, and effective communication with all stakeholders. This position is responsible for managing major programs in the execution of proposal preparation and negotiation; program planning to include budgets and scheduling; program performance status and presentations; coordination of resources; and stakeholder communications.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Ability to manage interdependent program objectives and interface with all customers (internal and external) effectively.
- Manages and directs, with full authority, subordinate program managers within their program.
- Leads portfolio proposal preparation and negotiation.
- Establishes and monitors the program plans (e.g., budgets, schedules and status reporting) for all programs/projects within the portfolio by leading the portfolio staff.
- Trains junior program managers on how to integrate and lead core teams, which may include: Purchasing, Engineering, Manufacturing, Quality Assurance, Finance, and Administrative areas.
- Directs administration of contracts & communicates with the customer for all programs within their area of responsibility.
- Responsible for program P&L including but not limited to: Budgets; Actual Costs; Estimates to Complete; Invoicing; and Receivables.
- Instill a sense of accountability among staff members by modeling tight oversight of individual and organization performance standards. Perform monthly program Earned Value analysis including EAC, CPI/SPI, and negative variance.
- Developing program management plans (e.g. scope management plan, schedule management plan, budget, risk management plan, requirements, management plan, quality management plan, etc.) for all projects within an overarching program plan.
- Train and lead teams with proposal development; assisting in activities shown below:
- Work breakdown structure definition, cost estimation, risk estimation, and high-level schedule creation.
- Interpreting RFP requirements and lead the creation of proposal approach and content.
- Managing any scope creep through contract amendments; manage any increases in scope for an existing project or the addition of a project within a larger program working all technical, financial and contractual changes.
- Determining new project(s)/program baseline after contract changes, update resource loaded schedules and earned value.
QUALIFICATIONS:
Broad based technical knowledge and experience in order to lead staff in directing program management related activity across multiple engineering functions, including but not limited to power, controls, software, digital, and mechanical.
- Sound reasoning and decision-making ability; strong analytical skills.
- Inclusive management style: able to lead and motivate team members and be comfortable with raising issues in a timely manner.
- Must be able to interface with Engineering, Manufacturing, Contracts, Procurement, Quality, Administrative, and management personnel to make strategic decisions affecting the financials of the business.
- Familiarity with the military/defense contracting environment and ability to transfer this knowledge to staff members.
- Stellar communication skills including verbal, written and presentation skills for internal and external customers, and direct reports.
- Strong practical organization, facilitation, and arbitration skills.
- Ability to obtain a Secret Clearance, active clearance preferred.
EDUCATION and/or EXPERIENCE:
- Bachelor's Degree required and 9 years of prior relevant experience.
- Engineering discipline MS preferred.
- Manufacturing engineering background highly desirable. MBA desirable
- Minimum 10 years of leadership leading a technical organization or managing complex programs
