This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Six years of experience providing employment, re-employment, training, and labor marker services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training services applications; or two years of experience working for businesses that provide third party administration or employment, recruitment or staffing agencies and perform any of the following: assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience, and professional interests to available employment opportunities;
An associates degree may substitute for 2 years of experience described above; a bachelor’s degree may substitute for 4 years of experience described above.

Reassignment Qualifications (DOL EMPLOYEES ONLY):
Current Department of Labor employee, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Employment Services Representative; if you have less than one year, you must be reachable on the current Employment Services Representative eligible list for this location, if one exists.
70.1 Transfer Qualifications:
One year of permanent, contingent-permanent, or 55b/c service in a title Grade 16 or higher determined to be similar by Civil Service.

STANDARD DUTIES: As an Employment Services Representative in the Division of Employment and Workforce Solutions (DEWS), you would engage and promote NYSDOL Business Services to businesses. You would assess the skills of workers impacted by layoffs, organize targeted job fairs, develop customized recruitment events and customize presentations of DOL services and programs to business associations and affected businesses. You will represent DEWS and DOL at job fairs and coordinate community relations programs with partner organizations such as Local Workforce Investment Board, State and local economic development agency, or Chamber of Commerce. The Employment Services Representative will outreach to businesses and engage them in the promotion and usage of available services and provide any technical assistance to facilitate their use of these services. The representative will also monitor all business activities and do follow up to ensure the businesses needs were met.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidate MAY be allowed to telecommute up to 4 days day per pay period dependent upon operational needs.
