ESSENTIAL FUNCTIONS, PRIMARY RESPONSIBILITIES AND OBJECTIVES:

Public Safety Officers provide personal and property security for faculty, staff, students and visitors within all areas of the College Campus by patrolling the Campus and enforcing College rules and regulations.

THIS POSITION IS DESIGNATED AS ESSENTIAL PERSONNEL.

ESSENTIAL FUNCTIONS:

1. Coordinate public safety activities/operations within the College Campus.

2. Responsible for remaining alert to emergency situations, providing first line response and emergency management as required (i.e. contracting proper authorities, adhering to internal communication and notification policies).

3. Patrols all areas of the campus, checking for suspicious activity or persons and/or safety/fire hazards. Checks doors, windows and alarm systems to ensure buildings are secured, documenting any issues.

a. Note and make the proper reports before the end of shift, of all unsafe structures, defective property, and dangerous conditions in his/her area, and should take measures that will protect the public until the condition has been properly corrected.

4. Investigates and/or reports hazards, unusual or suspicious circumstances to Director and / or Assistant Director of Public Safety and Facilities department for correction and follow-up actions.

5. Observes activity and traffic in all areas of the campus to enforce College rules and regulations; alerts visitors and others of infractions.

a. When assigned to a residential housing facility, monitors visitor activity to ensure compliance with all rules and regulations.

6. Become and remain familiar with College and Department protocols, regulations, policies and procedures.

7. Provide an escort for any service personnel who enter the campus buildings to service any and all equipment, to include, but not limited to fire/burglar alarms, fire sprinkler service personnel and/or fire extinguisher service personnel. Maintain log of any visit by service personnel to include services performed during these visits.

8. Provide an escort for any staff, faculty or visitor who requests this service when leaving a campus building.

9. Ensure accurate and complete reports for all incidents occurring on a given shift, are prepared and logged into the incident reporting system and sent to the proper administrators for review and response.

10. Issue parking permits and enforce all on-campus parking policies and regulations, to include towing and booting when appropriate.

11. Oversee the lost and found and list all items lost and found in a daily log.

12. Regulate use and oversee safety and maintenance of all College vehicles, to include, but not limited to inspections, current registrations and current insurance documents. Overview and inspect vehicles as they are returned from usage by faculty and staff, for any defects, repairs, damage and other items necessary to maintain coordination of the College vehicle fleet.

13. Cooperate harmoniously with other members of the public safety department and all College staff and faculty to achieve the purposes of the College mission.

14. Provides support with crowd control and surveillance at large public events.

15. Position is considered essential and may require working evening and/or weekend hours, including designated holidays, when necessary.

16. Performs all other duties as assigned.

KEY COMPETENCIES:

1. Must be able to meet the standards of the pistol qualifications as prescribed in the Pennsylvania Act 120 program (Act 235 Officers will additionally qualify on the ACT 120 course)

2. Must have good interpersonal skills and strong leadership characteristics.

3. Ability to effectively problem-solve, take initiative, and work independently and as a team member, as the situation requires.

4. Ability to remain calm and rational, think logically and act quickly in any situation, to include emergent situations.

5. Ability to communicate effectively and work harmoniously with peers, subordinates and supervisors.

6. Ability to understand building controls and operating systems.

7. Must be willing to work flexible schedules, to include nights, weekends and holidays.

EDUCATION:

  • Act 235 Required, Act 120 preferred.
  • Associates Degree in criminal justice or similar discipline preferred.

EXPERIENCE:

  • One (1) – two (2) years’ experience in organized safety and/or community service work preferred.
