We are seeking a dynamic and experienced Program Manager to oversee projects and programs within the United States Patent and Trademark Office (USPTO) framework. The ideal candidate will have experience in managing large-scale programs, ideally within federal agencies or intellectual property environments. This role involves coordinating multi-disciplinary teams, ensuring project milestones are achieved, and managing the program's overall progress to align with the USPTO's strategic objectives. The Program Manager will act as the primary point of contact for stakeholders, ensuring that programs meet quality standards, are delivered on time, and remain within scope and budget.
- Program Management:
- Lead, manage, and oversee all aspects of USPTO-related programs, ensuring compliance with USPTO standards and federal regulations.
- Define program goals, create project plans, and set performance metrics to guide project delivery.
- Develop budgets, track expenses, and ensure program activities are conducted within financial constraints.
- Facilitate the effective use of resources, time, and talent to meet program objectives and project deadlines.
- Team Leadership and Coordination:
- Coordinate with cross-functional teams, including IT, legal, operations, and external contractors, to execute project tasks.
- Manage program staff and subcontractors, ensuring they are working efficiently and aligned with project objectives.
- Foster a collaborative work environment, encouraging team accountability and addressing performance issues as needed.
- Stakeholder Engagement:
- Act as the primary point of contact for USPTO stakeholders, ensuring clear communication and alignment with project goals.
- Present program status, risks, and key deliverables to executive leadership, clients, and stakeholders regularly.
- Identify and manage stakeholder expectations, ensuring that all concerns are addressed and resolved in a timely manner.
- Risk Management and Compliance:
- Proactively identify risks, issues, and challenges within the program and develop mitigation strategies to keep projects on track.
- Ensure compliance with federal guidelines, USPTO regulations, and best practices in project management.
- Perform regular audits and program assessments to ensure all project activities adhere to quality standards and regulatory requirements.
- Performance Monitoring:
- Track program progress using key performance indicators (KPIs) and prepare regular reports on program performance.
- Continuously evaluate the success of the program and implement process improvements to enhance efficiency and outcomes.
- Oversee the development and execution of communication plans, ensuring key messages are conveyed to all stakeholders.
- Process Optimization:
- Identify opportunities to streamline program delivery and improve operational efficiency.
- Implement project management best practices and tools to enhance team productivity and program success.
- Lead post-program reviews to capture lessons learned and apply insights to future programs.
- Bachelor’s degree in Business Administration, Program Management, or related field (Master’s degree or PMP certification preferred).
- 8 years of experience managing complex programs, preferably within the federal government or intellectual property sectors.
- Proven experience with the USPTO or similar federal agency, understanding patent/trademark processes is a plus.
- Strong knowledge of project management methodologies (e.g., Agile, Waterfall) and tools (e.g., MS Project, JIRA).
- Excellent organizational, leadership, and communication skills with a demonstrated ability to manage teams and drive project success.
Salary : $160,000 - $180,000
