We are currently seeking the following position:


JOB TITLE:

Assistant Program Manager/Facility Manager

JOB PURPOSE:

Plans, directs, or coordinates the operations of public or private sector organizations, overseeing multiple departments or locations. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources.

JOB DUTIES AND RESPONSIBILITIES:

  • Supports Contractor Program Manager in completion of contract requirements.
  • Acts as Contractor Program Manager in the absence of Contractor Program Manager.
  • Technical Subject Matter Expert (SME) on MHE/SMSE maintenance and repair.
  • Ensures CNAL MHE/SMSE Maintenance Facility meets Ordnance Handling Equipment Test Facility Site Certification requirements in NAVSEA SG420-AP-MMA-010 Appendix A.
  • Validates currency of information on NSWC Indian Head PHS&T list of approved test facilities
  • Responsible for workplace safety. Typical activities include media blasting, painting, grinding, sanding, and welding.
  • Reports safety mishaps, injuries, and/or violations to CNAL MHE/SMSE Program Manager and contractor Program Manager. Assists investigators in safety-related investigations.
  • Ensures Hazardous Material is stored and disposed of in accordance with references o)-w).
  • Inspects workplace and equipment for condition and safety hazards. Submits work orders to CNAL MHE/SMSE Program Manager for maintenance and repair of the facility.
  • Track/monitor safety equipment and devices that require periodic inspection or certification/re-certification (environmental system stations, portable fire extinguishers, etc.).
  • Submit work orders to the CNAL MHE/SMSE Program Manager when inspections are due.
  • Validates Sailors have respirator certifications before commencement of work.
  • Ensures all personnel (Government civilians, military personnel, contractors, and visitors) are outfitted with and properly wear personal protective equipment (PPE).
  • Maintain records and files related to the facility, such as blueprints, equipment manuals, copies of work requests, inspection and certification records, and environmental testing results.
  • Respond to oral and written requests for information related to records maintained.
  • Support Naval Facilities Engineering Command and Naval Station Norfolk personnel in conducting facility maintenance, repair, and environmental testing.
  • Review and provide comments and recommendations on draft instructions, manuals, and other documents.
  • Attend local meetings as an MHE/SMSE technical expert (estimated 4 times per year)
  • Provide input to monthly and weekly reports.

REQUIRED QUALIFICATIONS:

  • Must be physically able to be on their feet for several hours daily.
  • must be able to lift 50 pounds to operate hand dollies and pallet jacks to move parts and materials, as required.
  • Must be able to obtain and maintain a DoD Secret Security Clearance.

EDUCATION:

  • High School or greater

EXPERIENCE(REQUIRED):

  • A minimum of 3 years of experience managing an MHE/SMSE maintenance operation or equivalent (such as a vehicle fleet construction equipment maintenance operation).
  • minimum of 6 years of experience operating and repairing MHE/SMSE, which includes
  • a minimum of 3 years of experience repairing and managing ordnance handling equipment

CERTIFICATIONS:

  • All employees must possess a valid state driver's license and be qualified to operate all equipment maintained.
  • Completion of 30-hour OSHA General Industry Outreach Training/holder of OSHA General Industry 30-hour Card; OSHA-approved Overhead Crane safety course.
  • Complete the OSHA-approved Overhead Crane safety course.
  • ASE Master Certification in Automotive and Truck Repair.
    • Ten years of vehicle maintenance experience may be substituted for ASE Master Certification.

PREFERRED QUALIFICATIONS:

  • Active DoD Secret Clearance
  • PMP certification

Before an alcohol or drug test is administered, the applicant must sign a Leo Tech, LLC consent form authorizing the test and permitting the release of test results to the Medical Review Officer (MRO) and the designated Human Resources Representative. Failure to sign the release or cooperate in test procedures shall be deemed a withdrawal of the employment application.
