EMS Quality Improvement Manager

Brief Job Summary
This position is responsible for managing the division"s quality improvement functions. Job Responsibilities
~ Develops and maintains protocol-specific templates for patient care report screenings and audits for all system providers; reviews chart entries for compliance and accuracy.

~ Maintains all performance improvement programs for the documentation, review, and evaluation of basic and advanced life support procedures and administrative data; compiles and sorts analytic data on clinical practice to monitor for deficiencies.

~ Serves as the HIPAA compliance officer for the department; serves as liaison to attorneys, the State Coroner"s Office, and the NC Fatal Accident Reporting System; ensures compliance with federal, state, and local guidelines for program materials and information protection; completes attorney, insurance, or client requests for billing and/or transport records.

~ Investigates issues related to clinical non-compliance; investigates complaints from the public or other medical professionals related to EMS clinical patient care; initiates employee conference sessions and disciplinary action as needed.

~ Serves as liaison to billing company; investigates and finds solutions for information requests and insurance rejections.

~ Assists in teaching continuing education courses.

~ Reviews protocols, policies, procedures, and templates with Training Coordinator and makes necessary changes.

~ Coordinates Peer Review and Medical Review Committee activities; serves as EMS consultant on the Community Child Protection and Fatality Team.

~ Performs the duties of a Paramedic as needed.

~ Performs related duties.
Minimum Qualifications
~ Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

~ Minimum of five years" experience in EMS work with considerable experience in EMS billing operations and procedures and HIPAA required.

~ Two years of EMS statistics and analysis experience required.

~ Possession of or ability to readily obtain a valid driver"s license issued by the State of North Carolina for the type of vehicle or equipment operated.

~ Possession of or ability to readily obtain appropriate state EMS certification(s), including NC Paramedic and NR Paramedic certifications.

~ Knowledge of relevant state and federal regulations, policies, and procedures.

~ Knowledge of Medicare and other third-party insurance policies and procedures.

~ Knowledge or data analysis and report preparation principles.

~ Knowledge of EMS billing operations.

~ Knowledge of radio communication and 911 dispatching principles.

~ Knowledge of computers and job-related software programs.

~ Skill in problem solving.

~ Skill in responding effectively to emergency situations.

~ Skill in the provision of emergency medical care.

~ Skill in the operation of a variety of emergency apparatus and equipment.

~ Skill in prioritizing and planning.

~ Skill in interpersonal relations.

~ Skill in oral and written communication.

~ Skill in management and supervision
Work Environment/Physical Requirements
~ The work is typically performed while sitting at a desk or table. The employee frequently lifts light and occasionally heavy objects, distinguishes between shades of color, and utilizes the sense of smell.

~ The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to contagious or infectious diseases or irritating chemicals. The work requires the use of protective devices, such as masks, goggles, gloves, etc.

Supervisory Controls
