About Clerical Specialist:
Performs difficult and complex clerical and keyboarding assignments which may involve heavy public contact. This class is characterized by the independent action of the incumbent in the performing of both routine and non-routine procedural problems. While data entry using a computer keyboard is an essential duty of employees of this class, extensive clerical duties are also required. Work may involve the use of a spread sheet and word processing program. Employees may act as a lead worker for other employees. Work is performed under general supervision. Knows the County’s Customer-Centered Culture principles, the County’s Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.

About Clerical Specialist:

Essential Functions
- Answers inquiries from the public according to established procedures at the counter, on the telephone, and by email in an effective manner.
- Responds to citizen concerns and complaints, including the explanation of departmental policies and regulations to other County employees and the general public and referral of complaints to the proper authority.
- Receives and processes information from the public for various licenses, deeds, permits and titles.
- Receives and processes related fees and payments.
- Supervises and participates in the collection and compilation of complex statistical data from a variety of resource materials.
- Records data using a keyboard into established computer programs.
- May send public notices to area newspapers for publication.
- Performs mathematical computations using a calculator.
- Cross trains for departmental efficiency.
- Knows the products they personally produce and the customers of each product. Listens to the “Voice of the Customer “and closes gaps between customer expectations and experience whenever possible.
Minimum Qualifications & Requirements
- High school diploma or equivalent required.
- Three (3) to five (5) years of experience in a related field required.
- Thorough knowledge of office terminology, procedures, and equipment, and of business, arithmetic, and English.
- Ability to train, plan, and coordinate the work with clerical staff and management.
- Ability to maintain complex clerical records and handle cash, check, and credit card statements.
- Ability to calculate fees and payments, including mathematical computations, quickly and accurately.
- Ability to make decisions in accordance with laws, ordinances, regulations, and established procedures.
- Ability to read, interpret, and retain information and instructions from the Code of Iowa and handle procedural changes, including legislative changes.
- Ability to communicate effectively with the general public. Requires heavy customer interaction with the public, both in person, and on the telephone.
- Proficient in Microsoft programs, terminology, procedures, business arithmetic, and English.
- Perform tasks which may be routine and repetitive, but not necessarily easily learned and are subject to change annually per policy or legislation; tasks require independent judgment and policy interpretation.
Must pass a County physical examination which includes a drug test after offer of employment. Notary Public preferred. Regular work attendance required. Must remain awake and aware of surroundings at all times.
