General Statement of Duties
Performs lead worker duties over a small crew in maintaining streets, sidewalks, debris, and leaves from curbsides and mowing and maintaining rights-of-way.
Distinguishing Features of the Class
An employee in this class is responsible for leading a small crew of workers collecting yard waste and trash from curbsides and mowing and maintaining rights-of-way, cemeteries, parks, and other public grounds. Work involves following established schedules. The employees may also operate automotive or construction equipment associated with a particular work activity. The employee is subject to working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mists, gases, poor ventilation, and oils. Workers may be exposed to human body fluids and thus are covered by Level III OSHA rules and regulations for blood-borne pathogens. Work is performed under the supervision of the Street Superintendent and is reviewed by frequent project inspections to evaluate work in progress and provide specific directions as required.
Duties and Responsibilities
Essential Duties and Tasks
Coordinates and participates in the work of a crew.
Supervises and participates in a small crew to collect furniture, appliances, and
other trash from curbsides; assigns work mowing rights-of-way, cemeteries, parks, and other public grounds.
Discusses job requirements with and receives detailed instructions from supervisor.
Oversees the loading and transporting of equipment and materials in preparation for
work.
Assigns tasks to workers in the field and inspects work in progress to ensure conformance with instructions.
Supervises the maintenance and upkeep of machinery and tools used by the crew.
Trains and instructs workers in the appropriate safety procedures and policies and enforces their use.
Replaces landscaping damaged in construction projects; sows grass seed; plants shrubbery.
Completes work orders and maintains records of work activities.
Acts in the absence of the Supervisor.
Performs related duties as required.

Knowledge, Skills, and Abilities
Knowledge of the principles and practices associated with maintaining streets and collecting debris and leaves.
Knowledge of the tools, materials, and equipment used in such repair work.
Knowledge of occupational hazards and work safety precautions.
Working knowledge of the Town policies and practices related to the work area.
Ability to assign and supervise the work of others, including practical training and performance coaching.
Ability to keep records.
Ability to establish and maintain effective working relationships with superiors and peers and deal effectively with the public.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, lifting, feeling, talking, hearing, and repetitive motions.
Must be able to perform cumbersome work exerting more than 100 pounds of force occasionally, more than 50 pounds of force frequently, and over 20 pounds constantly to move objects.
Must possess the visual acuity to operate machines and equipment, including close inspection of moving and small parts, pipe assembly and repair, and mobile equipment operation.
Desirable Education and Experience
Completion of high school and considerable experience in maintenance work, including experience with the operation of equipment or an equivalent combination of education and experience.
Special Requirements
Possession of a valid North Carolina commercial driver’s license.
