Overview
This position will serve as a project requirements manager responsible for assisting Customs and Border Protection (CBP) execute its tactical infrastructure construction, maintenance and repair program, which generally consists of the life cycle planning and execution of construction, maintenance and repair along the borders of the United States. The project requirments manager shall have experience in project management including developing project requirments for USBP's infrastructure program. The candidate shall have strong communication skills, a demonstrated ability to deliver “innovative solutions” and possess the skill of “creative problem solving.”
Responsibilities
Representative responsibilities:
- Subject Matter Expert for deployment and use of border barrier along southwest border of the United States
- Liaison between Program Management, Engineering, USBP Sectors/Stations, and USBP HQ to ensure solution delivery aligns to and meets operational requirements. Leverage professional relationships to facilitate requirements development, execution process
- Prepare status briefs for border barrier deployment activities to USBP HQ Executive Leadership,
- Program Management, Sector/Station leadership or other key stakeholders as necessary
- Facilitate planning sessions to integrate technology, infrastructure and/or other resources into a comprehensive border security plan that achieves operational control.
- Facilitate, advise, provide input to pre/post barrier deployments and development of performance metrics
- Conduct alternative analysis/attribute analysis for tactical infrastructure including the border wall.
Qualifications
- 10+ years of experience supporting USBP operations, tactical infrastrucutre program, and/or tacitcal infrastrucure program requirements development.
- Knowledge of USBP Concept of Operations for the Impedance and Denial Capability
- Knowledge of USBP operational requirements for Impedance and Denial Capability
- Experience in one or more of the following areas:
- Construction management
- Infrastructure maintenance and or repair experience
- Infrastructre program requirments development
- Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
- Ability to communicate clearly with a variety of stakeholders.
- Ability to effectively solve problems.
- Strong communication skills, both oral and written.
- A true team player who maintains a positive attitude in a dynamic environment.
- Experience in managing simultaneously, multiple projects with independent schedules and budgets
- Ability to travel 50% of time
Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
