Job Summary
The Classification and Compensation Analyst supports the development, implementation, and administration of the County's classification and compensation system, a critical strategic priority for the Board of Supervisors and the County Administrator. Serving as a key subject-matter expert to the HR Management team, the Classification and Compensation Analyst will support the County's goal of delivering market competitive pay for all County positions and provide data-driven advice and guidance on the County's classification and compensation strategy. This position will serve as a key member of the classification team reporting directly to the Classification and Compensation Division Manager.
Specific Job Duties Will Include
- Apply analytical thinking, independent judgment and considerable knowledge of comparator market analysis and whole-job methodology to perform classification and compensation work. This position administers and ensures the proper position classification designations, reviews FLSA status, and conducts job analysis to identify the essential duties and the required knowledge, skills, and abilities necessary for successful job performance.
- Support the classification and compensation needs of assigned County departments. Customer contacts include department heads and managers, to provide advice and guidance on how to handle a variety of compensation issues.
- Write job descriptions and maintain job descriptions in the NEOGOV system.
- Routinely contact comparator jurisdictions in the region to request and share information related to compensation programs and issues.
- Administer and maintain the classification and compensation program, policies, and procedures. Participates in developing and implementing new and revised HR policies and procedures and participates in program and classification maintenance of our three pay plans (General Workforce, Fire and Rescue, and Sheriff’s Office).
- Provide analysis and support for collective bargaining, compiles statistics, conducts surveys, and costs related to proposed changes in pay and benefits.
- Review and approve salary offers for new hires and all internal actions such as promotions and position reclassifications to ensure county-wide equity.
- Analyze internal equity and external competitiveness. Identify and review pay issues and provide recommendations for resolution.
- Prepare reports of analyses for management in a clear and concise manner.
- Coordinate with fellow Workforce Planning team members to identify and address pay issues related to recruitment.
- Review requests for departmental reorganizations.
- Conduct, participate in, and analyze salary surveys.
- Develop and facilitate classification and compensation training for the organization.

Hiring Salary: Commensurate with experience.
This position is eligible for telework, currently two days a week, in accordance with the County's Telework Policy.
Minimum Qualifications
Any combination of education and experience equivalent to a bachelor's degree and three (3) years of related HR compensation work experience is required. Local government experience and professional HR certification such as CCP, PHR, SPHR, SHRM-CP, or SHRM-SCP preferred. Collect Bargaining experience preferred. Applicants with less experience may be considered at a lower classification level and salary range.
This position is an FLSA Exempt position and may be required to work beyond the normal workweek. Some travel may be required.

Salary : $67,284 - $117,746
