This vacancy is located at PINECREST SUPPORTS AND SERVICES CENTER (PSSC).

PSSC is the largest 24-hour residential facility for the developmentally disabled in the state.

This position may be filled by probation, promotion, demotion, lateral transfer, or detail to special duty. Preference may be given to permanent classified employees of Pinecrest Supports and Services Center.

No Civil Service test score is required in order to be considered for this vacancy.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional level experience in developmentally disabled services, health services, hospital administration, social services, psychology or special education. Two years of the required experience must have been at the supervisory level or above.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in health services administration, hospital administration or developmentally disabled administration will substitute for one year of the experience.

NOTE:

Graduate work with less than a master's degree cannot be used to substitute for the experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To administer all programs and services for a state-operated residential facility supporting individuals with intellectual and developmental disabilities (IDD).

LEVEL OF WORK:

Administrator.

SUPERVISION RECEIVED:

Administrative direction from the Assistant Secretary. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over an IDD Associate Administrator 2 and other professional support staff. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

Louisiana Department of Health; Office for Citizens with Developmental Disabilities; Pinecrest Supports and Services Center. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from IDD Associate Administrator 2 by the presence of direct administrative responsibility for all facility operations.

Differs from IDD Administrator 1 by the presence of responsibility for administering all programs and services for a facility serving a large IDD population.

Assumes full responsibility for all activities of a facility with a large IDD population.

Plans, organizes, directs and controls programs through subordinate administrators.

Responsible for preparing the strategic plan for the facility.

Develops policy and procedure for all programs and services of the facility.

Ensures efficiency and effectiveness of all facility operations.

Develops and implements new programs and procedures through subordinate administrators.

Responsible for budget planning and preparation for all activities of the facility.

Participates in coordinating programs and services with other state and local agencies and programs.

Represents the agency at various meetings and professional organizations.
