LR-Associates, LLC (LRA) was established in 2008, the firm is a Small Business Administration (SBA) Certified 8(a), Small Disadvantaged Business (SDB), and Certified VET-BIZ Service-Disabled Veteran-Owned Small Business (SDVOSB). We provide warehousing, logistical support, operations and maintenance of facilities, and facilities management and custodial/janitorial, services for Government clients. We have over a decade of experience performing quantifiable contract services within the Federal Government nationwide.
Job Summary: The RFP Estimator will have the responsibility of coordinating all phases of the company’s Basis of Estimates process and proposals in response to U.S. government and commercial requests for proposals (RFPs). The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role. This is a remote work position with occasional travel. The successful candidate can work from home.
Reports To: Director of Business Development
Essential Duties and Responsibilities:
- Work with technical and management subject matter experts to prepare estimates and spreadsheets data in accordance with Federal Acquisition Regulations (FAR) government Requests for Proposals (RFPs) contracts consisting of Facilities O&M, Custodial, Grounds, Warehouse, and other service offerings.
- Develop workload estimates, basis of estimates, pricing models, pricing data, etc.
- Conduct pricing trades and analyses to optimize competitive bid pricing.
- Prepare a detailed Task Analysis which includes abstracting cost elements derived from the provided PWS and conducting bottoms up manpower requirements in support of the asset inventory utilizing ISSA & RS Means as a basis for ‘Time & Materials’.
- Prepare Request’s for Equitable Adjustments (REAs) and SCA Price Adjustments.
- Maintenance and upkeep of Contract Management Logistics, Change Orders, Price Adjustments, and other key data.
- Develop benchmarking matrix’s on existing work to determine actual historical costs.
- Integrate a variety of bid strategies to develop tailored rate structures for labor intensive bids.
- Assist in preparation proposal cost volumes including the narrative to respond to Proposal Section L and Section M criteria.
- Conduct site visits to gather data that will be used in the development of price estimates.
- Work with procurement management in the development of subcontractor requirements and scope of work.
- Assists with the capture management process of securing opportunities.
- Supports operations on startups and on an as needed basis.
- Supports marketing and trade shows
- All other duties as assigned.
Qualifications:
- 4-year degree from an accredited college or university or commensurate experience.
- 5-years’ experience leading multimillion-dollar government proposals.
- Have or be able to maintain TS clearance with SCI
- A working knowledge of government and military contracts, GSA, and FAR is required.
- A working knowledge of SCA, DBA, and Prevailing Wage
- The skill to independently define, schedule and manage the pricing preparation process including the ability to understand and analyze the details of an RFP is a must.
- Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Consultants, and Subcontractors is required.
- Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity.
- Ability to work within Excel Cost Models that implement the use of Tables, VLookup, IF, IFSUM and other arguments as well as order of precedence formula’s that include these arguments.
- Will maintain an expertise in the costs associated with facility support/systems construction, management, sustainment, repair, and renovation practices.
- Will have expertise in various cost estimating techniques and source material including ISSA Costing & RSMeans.
- Ability to analyze information, familiar with cost accounting and strong financial skills.
- Must be capable, confident, and able to work under tight deadlines, while maintaining composure.
- Exceptional facilitation and organization skills are required.
- A working knowledge of the government proposal process is required.
- Estimating experience and background in a facilities services, operations and maintenance, janitorial and warehouse service is a plus.
