What are the responsibilities and job description for the Facility Administrator position at Lubbock County?
- Provide a safe and secure environment for all residents at all times.
- Participate in the interview panel for selection of full-time detention personnel, provide top three candidate recommendations to the CJPO of LCJJC for final interview and/or decision
- Interview all part-time staff and submit candidate recommendations to the director of LCJJC for final approval before hiring.
- Provide facility administrator portion of new employee orientation training to all new detention/residential staff during first two weeks of employment. Oversee assignments of new staff members to an experienced staff member for on the job training.
- Facilitate regular meetings with assistant facility administrators. Submit agendas and notes to the Assistant Chief Juvenile Probation Officer.
- Ensure that each detention/residential officer submits accurate weekly time sheet on the Monday following each pay day.
- Prepare and conduct six month evaluations on all new Assistant Facility Administrators and a yearly evaluations thereafter. Present all evaluations to the Assistant Chief Juvenile Probation Officer for his/her signature and approval.
- Take formal disciplinary measures with employees who are in violation of the facility’s policies and procedures, Texas Administrative Code Standards, and the Lubbock County Handbook.
- Encourage staff to utilize innovative programs with residents. Review all written proposals for new programs.
- Develop, update and implement cluster daily activity schedule on a monthly basis.
- Manage facility population management with the assistance of LCJJC administration, the probation supervisor, and assistant probation supervisors.
- Make detention/release decisions on all referrals to the facility in conformity with Section 54.01(e) (1) (2) (3) (4) and (5), Texas Family Code.
- The facility administrator shall prepare any statistical information or special reports for the director of LCJJC, the Juvenile Board, Texas Juvenile Justice Department, or required TAC Chapter 343 Standards.
- Personally monitor detention/residential officers to ensure that the cluster schedules are followed and that all programs are implemented. Report any major inconsistencies or problems, in writing, on the daily shift report to the director and assistant director.
- Provide statistical and other reports on population, referrals and programming as required.
- Provide coordination and act as liaison between detention/residential units and probation units, social agencies, law enforcement, Courts, area probation departments, the public, etc.
- Develop and implement innovative programs and changes to current program.
- Personally monitor program staffings, counseling sessions, cluster group counseling and daily activities to ensure adequate skills for job performance.
- Communicate immediately with and inform the facility administration of any special, serious, unusual or potential hazardous incidents pertaining to the safety and security of youth, staff and community to ensure appropriate action is taken.
- Assist with providing training for detention/residential staff.
- Monitor logs in clusters and control to ensure their accuracy. Log each check in the appropriate logbook.
- The Facility Administrator shall review any and all emergency/assistance calls to ensure that LCJJC policies, procedures and restraint techniques are being followed and adhered to.
ENSURE THAT ALL RESIDENTS' NEEDS ARE MET WHILE IN THE LUBBOCK COUNTY JUVENILE JUSTICE CENTER.
Performance Criteria:
- During school hours, ensure that order and discipline are maintained in all classrooms. Ensure that the proper ratios of supervision are maintained in the classrooms.
- Ensure that residents are receiving timely level reviews by detention/residential staff.
- Organize special therapeutic activities for residents.
- Review cluster programs for quality and participation.
- Assign assistant facility administrator duties in her/his absence.
- Review all rule infraction forms on residents to ensure fair disciplinary actions. Review all detention and restraint times to ensure appropriate use of physical and mechanical restraints by staff. Review incident reports and restraint usage forms for safety, security, and programming improvements.
- Arrange transportation, when necessary, for residents to hospitals, doctors, TJJD and other facilities or activities.
- Ensure that clusters are clean, tidy, in good repair and that the residents are safe and secure.
- Collect urine samples from juveniles for analysis in accordance with departmental policy.
MAINTAIN PROFESSIONAL DEPORTMENT.
Performance Criteria:
- Treat and respond to residents with dignity and respect.
- Maintain positive and cooperative working relationships with co-workers.
- Arrive for work in a timely manner, and contact unit supervisor prior to arriving late for work. Advise supervisor at earliest time possible if unable to work (preferably 6 hours in advance).
- Dress and groom professionally and in accordance with departmental dress code when representing the Lubbock County Juvenile Justice Center.
- Submit leave requests in accordance with departmental policy for any leave time requested, including flex schedules (preferably 30 days in advance).
- Respond to departmental deadlines when issued.
OBSERVE SAFE WORK HABITS.
Performance Criteria:
- Respond to all emergency situations, including medical, fire, tornado, escapes, fights and bomb threats.
- Maintain hazard free work station.
- Exercise caution in any potentially dangerous or hazardous situation.
- Store all supplies, tools and equipment in secure areas according to departmental policies.
ADHERE TO VEHICULAR POLICIES.
Performance Criteria:
- Always utilize passenger restraints on all passengers and self when transporting juveniles.
- Exercise defensive driving techniques when transporting juveniles and/or utilizing department vehicle.
- Report any mechanical or other difficulties regarding department vehicles to the facility administrator immediately.
ATTEND ALL REQUIRED MEETINGS AND WORKSHOPS TO KEEP ABREAST OF CURRENT ACTIVITIES, POLICIES, PROCEDURES AND TO ENHANCE PROFESSIONAL SKILLS.
Performance Criteria:
- Be punctual and prepared for all meetings.
- Watch video recording of all staff meetings when a meeting is missed.
- Obtain all materials covered in missed meetings from facilitator in timely manner.
- Attend all assigned training sessions, including Handle With Care, CPR, and First Aid.
- Ensure the acquisition of approved training credit to maintain required TJJD certification.
AINTAIN THE INTEGRITY OF PRIVATE, CONFIDENTIAL INFORMATION.
Performance Criteria:
- Refrain from discussing juveniles being handled by the department with anyone not employed at LCJJC.
- Refrain from negative discussions regarding co-workers or supervisory staff.
PHYSICAL REQUIREMENTS: This job requires some light lifting (less than 50 lbs), ability to run in response to unit emergencies, unlock doors, occasional squatting, bending and kneeling associated with filing and/or restraining offenders. This position requires the individual to have the ability to properly restrain out of control youth and to maintain restraint certification as mandated by TJJD.
