What are the responsibilities and job description for the Casework Supervisor position at Lycoming-Clinton Joinder Board?
This professional social service supervisory position is responsible for the co-management and co-oversight of the Joinder’s Assessment Services Unit, which provides intake, assessment, referral and short term intervention services for Lycoming Children and Youth. This position will provide guidance, direction and support to casework staff in identifying cases appropriate for continued Joinder services, referral to other community services and/or case closure. This position must ensure that mandated child welfare services are provided in accordance with applicable regulations, policies and procedures. This person must work closely with the other Joinder Assessment Services Supervisors to ensure coordination of responsibilities and continuity of services for families in need of Joinder services. This position will work alternative hours to ensure coverage and provide staff supervision. This person will supervise or be back-up to the County Caseworker 2 positions assigned to the Joinder’s Assessment Services Unit and report directly to the C&Y Clinical Director.
ESSENTIAL FUNCTIONS:

- All referrals forJoinder services are received, prioritized, assessed, evaluated and reviewed for further action.
- Effectively manage the available casework services to assure that all referrals of abuse and/or neglect are thoroughly evaluated and receive a comprehensive family assessment within 60 days.
· Provide direct supervision and guidance to casework staff through 10 day conferences, unit meetings, case staffing meetings and treatment planning meetings as appropriate. This includes assuring that a placement planning meeting occurs when a placement is made as part of the initial investigation/assessment.
· Manage the assignment of cases referred for Joinder services and monitor case status on a weekly basis.
· Evaluate casework staff performance, assess strengths and identify training needs ensuring annual training requirements are met.
- Complete Sanctuary training; utilize the Seven Commitments and Sanctuary tools to support implementation of the Sanctuary Model within the unit and across the Joinder.
· Assure the provision of short-term and/or crisis intervention that is directed at improving individual and family functioning through linkages with appropriate community resources, and coordination with other agencies and organizations.
· Assure timely and effective transition of individuals and families accepted for longer-term Joinder related services.
· Provide supervisory back-up to other Units when appropriate.
· Participate in weekly clinical Supervisor's meetings as a forum for identifying internal and external problems related to service delivery and develop ways of addressing those issues.
· Provide “back-up” to casework staff in managing more complex cases, crisis cases and/or case overflow which may require direct client contacts.
· Promote flexible scheduling within and between Units to meet the needs of families and increase the likelihood of successfully completing all assessments in a timely manner.
· Interpret established Agency policies and procedures to casework staff and to the community as needed.
· Keep Executive Staff informed of any significant gaps in services, as well as any other matters that may adversely impact Joinder operations.
· Foster and maintain a coordinated working relationship between the Joinder Assessment Services Unit and all other Joinder Units. Provide mutual support and assistance, as needed, to assure consistency of practice and continuity of service.
· Maintain a working knowledge of assessing the need for and accessing mental health services.
· Support staff in maintaining mandated client confidentiality.
· Provide educational programs to the public in an effort to promote community awareness and encourage early identification of at risk families and children.
· Maintain familiarity with the Joinder Clinical Information System (JCIS), including computer fluency necessary for effective data input, analysis and presentation.
· Assure Agency clients coordinated access to services and provide transportation to Agency clients when appropriate.
· Maintain up-to-date knowledge of all applicable laws, regulations, licensing requirements, policies, procedures, eligibility requirements, etc. for CYS systems and ensure that casework staff adhere to those requirements.
· Actively participate in the Family Engagement Initiative.
· Perform other related job duties as required.

This is a Civil Service Position that is subject to Civil Service Rules.
