EMPLOYMENT RELATIONSHIP: At-will as defined by County Human Resources Policy
CURRENT STARTING TIME AND HOURS: Full-time position (37.5 hours per week.) The starting time for this position is currently 8:00 a.m.
GENERAL SUMMARY:
Under direction, plans, develops and directs the human resources and labor relations policies and practices for assigned service units of the County; oversees and directs human resources activities including employment, wage and classification, benefits, retirement, staff training and human resources records and transactions; plans and strategizes labor and employee relations matters including contract negotiations, mediation, Michigan Employment Relations Commission issues, employee discipline, grievance and/or interest arbitration; performs related duties as assigned. This position also serves as the official representative of the Human Resources and Labor Relations Department in the absence of the Director.
Assists in the planning, directing and administering of human resources and labor relations activities and operations for the County.
Directs and oversees the implementation and administration of best practice programs and processes in the areas of benefit and retirement administration, employment, labor and employee relations, human resources information systems, training and workforce planning.
Plans and strategizes labor and employee relations responses and action plans regarding contract negotiations, mediation, Michigan Employment Relations Commission issues, employee discipline, grievances and arbitrations.
Facilitates and directs the human resources and labor relations needs of department heads and elected officials.
Directs and oversees the implementation of policies and processes concerning wages, hours and other conditions of employment to ensure compliance with the terms of collective bargaining agreements.
Prepares and directs a communication plan for information impacting County employees and retirees.
Advises management, union officials and employees in the application and interpretation of policies, practices and contract language.
Directs and oversees the evaluation of County organizational and compensation structure for grant and general fund programs and operations; advocates for change that results in organizational efficiencies.
Collaborates with others to develop wage, benefit and operational proposals for negotiations.
Directs and oversees the development of contract language and the administration of collective bargaining agreements.
Plans, coordinates and directs staff training and development programs and activities; collaborates with department heads and elected officials to identify training needs.
Represents the County at hearings, investigations and proceedings.
Reviews and evaluates legislation, labor market conditions, arbitration decisions, prevailing labor/management relations and practices, and collective bargaining contracts to evaluate the County’s position and industry trends.
Develops recommendations and reports regarding human resources and labor relations activities and processes for implementation.
Directs, manages, assigns and evaluates the work activities of professional and support staff.
Consults with legal counsel to ensure policies and activities are in compliance with Federal and State law.
Acts as spokesperson for labor contract negotiations with bargaining units representing County employees.
Serves on various committees, projects and initiatives.
Operates an automobile while performing assigned job duties.
Required Education and Experience
Bachelor’s Degree in Human Resources Management, Labor/Industrial Relations, Public Administration, Organizational Development or a directly related field from an accredited college or university
A minimum of five (5) years of experience supervising or managing human resources and/or labor relations activities
A minimum of two (2) years of experience in a supervisory or managerial capacity
Preferred Education and Experience
Master’s degree in Human Resources Management, Labor/Industrial Relations, Public Administration, Organizational Management or a directly related field from an accredited college or university
Previous experience working in the public sector
Required Licenses or Certifications
Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
Knowledge of:
Techniques and practices of human resources administration including accepted methods of recruitment, testing, classification and compensation administration, benefits administration and staff training
Techniques and practices of labor relations administration
Federal and State laws and regulations governing the operation of human resources and labor relations activities
Principles and practices of public administration
The use and application of current information systems and support staff
Ability to:
Exercise judgment and initiative in analyzing human resources needs and recommending policy
Develop and analyze financial and operational reports regarding programs budgets and operations
Prepare and present written and verbal reports in a clear and logical manner
Direct, manage and organize the work of professional and support staff

Effectively speak, write and understand the English language
Effectively speak, write and understand a language other than English is preferred
Establish and maintain effective working relationships with elected officials, Administrators, Department Heads, staff, union officials and the public
