This classification performs a variety of supervisory functions involving day-to-day planning, organizing and coordinating operations and activities associated with highway or storm water systems.
Working Conditions
Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 75 lbs. with assistance.
This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and random substance screenings. An applicant/employee who fails to pass a drug/alcohol screening, shall be disqualified from employment in any class for a period of three (3) years.Essential Functions

Applies advanced knowledge of maintenance and/or construction principles and practices in safely and efficiently planning, organizing, and overseeing highway, storm water or related operations, which includes an understanding of materials, equipment, etc., needed and their functionality; ensures conformance with applicable laws, rules, regulations, policies and procedures.
Analyzes and implements new construction/maintenance techniques and/or procedures; develops performance standards and safety practices for related activities.
Plans, schedules, and directs work of assigned staff; performs various personnel-related actions, i.e., recommending hiring/firing, disciplinary, employee performance evaluations, etc.
Develops and implements equipment and preventative maintenance programs; prepares, or assists in the preparation of, technical specifications for purchase of replacement equipment, tools, etc.; oversees the requisitioning, storing, issuing and stock control of roadway maintenance materials and supplies.
Develops budget estimates and oversees adherence to budgetary allotments; maintains appropriate files and records; prepares reports detailing costs, section performance, and cost effectiveness.
Communicates clearly, effectively and tactfully, orally and in writing; understands, conveys and carries out oral and written instructions.
Handles multiple projects at the same time in an efficient and timely manner and ensures conformance to quality standards.
Performs strenuous work outside in varying and extreme weather conditions, traverses uneven or rugged terrain.
Performs other related work (including weather or other extreme emergency duties) as required.
High school graduate/equivalent.
Associate degree in civil technology or related field desired.
Minimum of seven (7) years public works construction/maintenance work experience.
Must demonstrate a competent comprehension of when and how to employ Technician Skill Set Levels I, II, III and Senior, as specified on current Public Works Maintenance Technician Career Ladder matrix.
Minimum of two (2) years supervisory experience.
Valid Florida Commercial Driver's License (CDL) (Class determined by area of assignment or must obtain within one hundred twenty (120) days of hire. (Valid Florida CDL permit and written Air Brake test required prior to starting work.)
Equivalent combinations of education and experience may be considered.
Knowledge, Skills, and Abilities:
Ability to climb and descend equipment, ladders, etc.; ability to bend, stoop, reach and perform other physical movements required for area of assignment.
Visual acuity and depth perception.
Ability to hear and identify sounds, i.e., horns, backing equipment, voices, etc.
Ability to read, write and speak English; ability to understand and follow oral and written instructions communicated in English.
Skill in computer operations, including pertinent software applications (i.e., MS Word, Excel, etc.), as well as specialized systems used by the department/division.
