The
Manatee County Utilities Department provides potable and reclaimed water services to the citizens of unincorporated areas of Manatee County, Florida. The
Water Conservation Section has a very robust conservation program designed to help residents conserve water to prolong the availability of one of our most vital natural resources.
As a
Water Division Compliance Officer, you will protect the Manatee County drinking water supply by ensuring compliance with cross-connection control rules and regulations, established water restrictions, and water conservation rebate requirements. Independently investigates alleged code violations. Evaluates cases and issue citation and violation notices. Provides testimony at enforcement hearings. Participates in community outreach activities.

What You Will Do - Investigates violations of established water restrictions for which the Utilities Department has enforcement responsibilities.
- Through a systematic method, obtains evidence and prepares summary reports necessary for the presentation of all facts associated with alleged violations. Documents all evidence needed to support enforcement action. Prepares and manages case files.
- Uses established investigative procedures to determine legal ownership of subject properties.
- Evaluates evidence and other relevant information to determine the degree of infraction. Issues violation notices, citations, and Notices to Appear as appropriate.
- Participates in compliance patrols during off-hour periods to ensure community compliance with water restrictions.
Who You Are - General knowledge and understanding of cross-connection control and backflow prevention.
- General knowledge and understanding of the principles and practices of water conservation and water restrictions.
- General knowledge and understanding of water-conserving irrigation and landscape practices, including well and cistern construction.
- General knowledge and understanding of water, wastewater, and reclaimed water systems operations and water quality practices.
- General knowledge and understanding of regulatory compliance necessary to successfully perform job duties.
- General knowledge and understanding of computer applications and software programs required to perform job duties.

Required Skills - High school diploma or equivalent.
- Backflow Prevention Assembly Tester Certification required or must be obtained within 6 months of hire.
- Backflow Prevention Assembly Repair Certification required or must be obtained within 12 months of hire.
- Level III certification from the Florida Association of Code Enforcement (FACE) is required or must be obtained within 18 months of hire.
- Valid driver's license required, with a valid Florida Driver's License required within 30 days of hire.
A comparable combination of education, training, and work experience that provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.
Desired Skills - 1 or more years of work experience in the water, wastewater, or compliance enforcement field. Previous experience in cross-connection control programs, reclaimed water programs, water conservation, or water restriction enforcement is desired.
