What are the responsibilities and job description for the ESH Specialist position at Manpower Engineering?
This position manages & coordinates site safety/health programs for the Port Arthur Plant including injury/illness prevention, training, IH, hazard communication, fire protection, injury case management, emergency medical, emergency response, respiratory protection, etc. Environmental, PSM and Security functions are also responsibilities. The site must meet DHS requirements, and Responsible Care. This role leads the site to deliver 100% Compliance, Zero Incidents and works to minimize our environmental impact.
DUTIES AND RESPONSIBLITIES • Develop new and revise existing procedures and systems for compliance with OSHA regulations. • Coordinate safety/health training for new hires, transfers, contractors, and existing plant personnel • Evaluate and control field safety/health risks and develop necessary corrective actions • Review regulations, determine applicability to Port Arthur Plant, provide procedures for compliance, and audit for effectiveness • Respond to and investigate employee inquiries, suggestions • Maintain safety documentation and issue safety statistics (including OSHA 300 log) • Assist employees and supervisors with safety equipment needs • Coordinate EHS activities and training of personnel as needed • Manage and investigate incidents/injury/significant near miss events and recommend corrective action • Proactively work with IH or outside resources to proactively head off safety concerns (including IH testing if needed) • Initiate Investment requests pertaining to safety, health, and fire protection needs. • Ensure the development, implementation and updating of required written safety and health programs (HAZFOM, Exposure Control Program, Bloodborne Pathogens, Hearing, Asbestos, Hazard Assessment, PPE, Chemical Hygiene, Lockout/Tagout, Confined Space Entry Program) • Incident reporting and incident investigation incl. “near-miss”.

- Facilitate site Safety Committee meetings • Asbestos Abatement Supervision • Conduct Environmental Field Inspections • Security – Establish and maintain Port Arthur Plant’s DOT Security • Designated Facility Safety Officer • Primary ISTC, Port Arthur LEPC, Port Arthur Fire Department, and TCC Safety Committee liaison • Coordinate Agency Inspections • Maintain RC 14001/ ISO 14001 EHS management system • Maintain site ACC PSM management system • Maintain spill prevention and response plans (SPCC) • Maintain documentation and reporting for TSCA, DOT, RCRA, SARA programs • Site waste management and reporting for a small quantity generator • Manage NSPS emissions documentation and reporting • Manage site’s NOR Education • B.S. Degree in Engineering – ChE, Civil Engineering, Safety/Environmental, Industrial or related), Chemistry, Environmental Science Experience • Prefer 3 – 5 years, open to early career candidates with strong desire to learn
