At ManTech International Corporation, you’ll help protect our national security while working on innovative projects that offer opportunities for advancement Scientific, Engineering and Technical Assistance (SETA) support to Department of Defense organizations in research and development, and technology maturation.Summary: The Tactical Technology Office (TTO) Acquisition Specialist shall work as a member of the TTO Front Office team to assist Defense Advanced Research Projects Agency (DARPA) TTO leadership and Program Managers (PM) in creating and managing acquisition documentation for research and development (R&D) efforts. Duties include assisting program managers and their teams with developing and revising solicitations, rapidly routing them through Government leadership to adjudicate comments and obtain approval, and coordinating the receipt and review of incoming responses from proposers. This is primarily an on-site position in Arlington VA, with occasional opportunities for telework possible. Experience: An ideal candidate will have five to ten years’ experience in acquisition and program management, preferably in a headquarters office environment involving R&D, scientific, and/or technical activities. This position requires excellent oral and written communication skills, and the ability to coordinate with client and contractor stakeholders to advance multiple parallel workflows on a daily basis. The candidate should demonstrate attention to detail, foresight, professionalism, prioritization, and mature judgment in executing a fast-paced workload while anticipating and resolving administrative and management issues. Basic QualificationsAbility to anticipate client needs and respond proactively and accuratelyAbility to research and fact-check answers when none are readily availableAbility to multi-task and respond to quick turn-around requests and the flexibility to efficiently prioritize workloadFluency in the use of the Microsoft Office suite and related softwareExperience in one or more of the following areas: System for Award Management (SAM.gov); Broad Agency Announcements (BAA); Small Business Innovative Research (SBIR); Small Business Technology Transfer (STTR); DARPA BAA Maker; DARPA BAA Tool; drafting and/or review of Federal Government contracts, acquisitions, and/or solicitations; Other Transactions for PrototypesEducation: Bachelor’s degree or higher, preferably in a scientific, engineering, technical, business, or humanities disciplineSecurity Clearance Required:Secret clearance with the ability to acquire and maintain a TS/SCI clearance with Special Access Program eligibilityPreferred QualificationsCurrent TS/SCI clearance with Special Access Program eligibility.Experience with customized workflow management systems tailored to an organizationPrevious military, civilian, or contractor experience as a member of DoD and/or DARPASpecific ResponsibilitiesProvide acquisition experience to technical subject matter experts (SME) in drafting, revising, and routing/approval of BAAs and related acquisition documentation to solicit and engage industry, academia, federally-funded entities, and the general public to propose solutions to DARPA R&D needsCoordinate with PMs, support contractors, and the DARPA Contracts Management Office (CMO) throughout the solicitation process, including document drafting, Proposers Day, source selection, and contract awardAdvise program teams in the use of existing workflow processes and document templates; revise workflow processes and templates as needed to implement improvements and respond to evolving client needsTrack the receipt of incoming solicitation responses (e.g., abstracts and proposals), and distribute them to appropriate Government and contractor SME reviewersUse and assist others in using DARPA’s BAA electronic workflow systems, with reach- back and assistance available as needed from information technology SMEsCoordinate Conflict of Interest training and documentation provided by General Counsel to proposal reviewers as required by DARPA policies and directivesAssist program management teams in preparing for decision briefs by TTO leadership to support approval and funding determinations; draft and manage documentation of decisions and actionsCommunicate status of Government approval and related feedback to proposers, CMO, and the TTO Front Office science and finance teams to inform their follow-on actionsProvide detailed and complete program tracking and monitoring from idea generation to program approval, and generate weekly status reports and metricsMaintain and update status trackers for pending and active solicitations, distribute to TTO leadership and PMs on a weekly basis, follow-up as neededIn carrying out this work, the Acquisition Specialist shall ensure compliance with all DARPA directives and proper coordination with cognizant Government personnel and their contractor staffs.For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.S.-person status or obtaining any necessary license.
