General Summary

Under the general supervision of the Director of Environmental Health, the employee will inspect commercial, residential, and public locations and facilities within the County to enforce Federal, State, and local legal statutes that safeguard public health and the environment. Employees in this classification will work in several program areas including but not limited to: food safety, onsite wastewater treatment, public and private drinking water supplies, public swimming pools and spas, body art facilities, campground inspections, housing inspections, childcare centers, foster care homes and group homes, children’s camps, environmental complaint investigations, and clandestine drug laboratory mitigation.

Employment Qualifications Education:

Bachelor’s of Science Degree or higher from a college or university accredited in the United States with a coursework including Life Sciences, Natural Sciences, Physical Sciences, or Health Sciences including credit for a college level mathematics or statistics course. Coursework meeting the National Environmental Health Association (NEHA) requirements for the REHS credential preferred.

Other Requirements:

Possession of a valid Michigan driver’s license. Ability to become proficient in the use of computer technology and software such as database systems, basic Geographic Information Systems (GIS) mapping, basic computer aided drawing software, word processing, spreadsheets, computer based inspection and reporting systems, e-mail, and internet search functions. Ability to become proficient at reading and interpreting engineered plans and blueprints. The ability to perform mathematical calculations and interpret statistics. The ability to read, interpret, and apply complex legal requirements. Prefer possession of current NEHA, REHS credential.

Essential Functions

  • Apply and enforce State regulations and assure all Accreditation and Minimum Program Requirements (MPRs) associated with food service establishments are met. Activities include, but are not limited to, performance of plan reviews for construction and alteration of proposed and existing food service establishments, on-site inspection of licensed food service establishments, food related complaint investigations, public education, provide instruction for professional education in required professional certification programs, perform epidemiological investigations related to food borne illness occurrence and complaints, associated legal activities regarding compliance and enforcement, and all associated program documentation.
  • Apply and enforce State regulations and meet all contract and/or grant requirements for public campgrounds by providing licensing inspections, plan review and approval, enforcement activities, and complaint response including all associated documentation.
  • Conduct third party inspections and audits of human services related adult care and childcare facilities and homes and make recommendations for operation and enforcement to associated licensing agents including associated documentation.
  • Apply and enforce State regulations associated with the construction, operation, and licensing of body art (tattooing and piercing) facilities. Activities include construction and operational plan review and approval for proposed facilities/remodeling of existing facilities, inspection/documentation review, complaint investigation, and legal activities surrounding compliance and enforcement.
  • Apply and enforce State and local regulations and ensure that all MPR and contract requirements are met for commercial and residential on-site waste water treatment system permitting, design, installation, and operation. Activities include: detailed on-site review of site and soil suitability, soil profile analysis, developing site specific design specifications, performing final construction inspections of systems to verify compliance with permit specifications, review and approval of engineered plans, database entry, associated permitting and final inspection documentation, conducting formal contractor education and examination for licensing, and legal activities regarding compliance and enforcement.
  • Apply and enforce State and local regulations and ensure that all MPR and contract requirements are met for permitting, construction and operation of water supplies serving private residential structures, public Type III non-community water supplies, and public Type II non-community water supplies. Activities include oversight of well drilling contractors, site evaluations and permitting for well placement, review and approval of required construction and lithology documentation provided by well drillers, final inspections and approval of well installations and associated plumbing appurtenances, tracking and review of required water sampling and water quality monitoring parameters, routine construction and operational inspections, all associated documentation and correspondence, database entry and tracking, and legal activities surrounding compliance and enforcement.
  • Apply and enforce State regulations and ensure that all contract requirements are met for the operation of public swimming pools and hot tubs. Duties include detailed facility inspections regarding safety equipment, operation equipment, and infrastructure, policies, procedures, and documentation, education of pool operators, water sample collection and interpretation, complaint investigations, all associated documentation and correspondence, and legal activities surrounding compliance and enforcement.
  • Apply and enforce State regulations regarding public health response to clandestine drug laboratories in residential structures. Duties include coordinating with law enforcement, condemnation of affected residential structures, interpretation of lab results and reports, education of property owners and residents, associated documentation and correspondence, and legal activities surrounding compliance and enforcement.
  • Apply and enforce State regulations and ensure that all contract requirements are met for the handling of septage waste. Duties include inspections of septage pumping trucks and associated equipment, review of required documentation, inspection of septage land application sites, inspection of septage receiving facilities, review of cropping plans for land application sites, complaint response, legal activities surrounding compliance and enforcement, and associated documentation and correspondence.
  • Investigates a variety of Environmental complaints involving reports of unsafe food, contaminated drinking water and surface water, improper sewage disposal, illicit discharges of hazardous materials, and/or other practices that are public health hazards and/or nuisances. Makes standard field tests on water and sewage or collects specimens for detailed laboratory testing as needed.
  • Provides education, assistance, and technical guidance to the public in all areas of Environmental Health.
  • May condemn homes, water supplies, or other facilities deemed an imminent threat to public health.
  • Required to participate on an on-call and scheduled basis for after normal business hours activities related to emergency preparedness, illness investigations, temporary food service licensure inspections, and environmental/public health emergency response.
  • Collaborates with various agencies such as: the Michigan Department of Environment, Great Lakes and Energy (EGLE), Michigan Department of Health and Human Services (MDHHS), Michigan Department of Environmental Quality (MDEQ), Michigan Department of Licensing and Regulatory Affairs (LARA), Michigan Department of Natural Resources and the Environment (MDNRE), local and state construction codes departments, law enforcement agencies, and various county and township government officials.

Other Functions

  • May participate on local or state boards and committees of community and environmental health interest such as a planning committee.
  • Required to read and interpret engineered plans and blueprints.
  • Upon experience, may assist in training of new staff members as deemed necessary or appropriate through joint visits and verbal communication.
  • May write news releases or general news articles and do interviews for the media.
  • Function in a response capacity to public health emergencies consistent with knowledge, skills, experience, and professional licensure/certification. Acquire knowledge to be competent in appropriate response roles.

Ability to enter and exit excavated trenches and other confined spaces. Bends, stoops, and kneels to view or to gain access to locations to be inspected. Subject to periods of extended sitting in both the office environment and while driving.

Working Conditions:

Works outside in all types of weather conditions and outdoor terrain, in office environments, various industrial environmental and commercial kitchen environments. Encounters extended periods of sitting and driving. May be exposed to allergens and hazards such as weeds, pollen, insects, animals, sewage, pathogens, hazardous materials, unstable excavations, standing/flowing water, confined spaces, construction equipment, traffic, exhaust fumes, high noise levels, dust, and flying debris. Interacts with hostile individuals during the course of investigative/enforcement functions.

Pay: $20.69 - $27.84 per hour
