Title VI Manager (Administrator III)
The Office of Equal Opportunity (OEO) is a full-service office responsible for planning, developing, implementing, monitoring and evaluating all Equal Opportunity Programs within the Maryland Department of Transportation State Highway Administration (MDOT SHA). These programs include Equal Employment Opportunity and Affirmative Action (Title VII of the Civil Rights Act of 1964), Environmental Justice, Disadvantaged/Minority Business Enterprise (D/MBE) Program, Contractor Compliance / On-the-Job Training (OJT) and Limited English Proficiency (LEP) (Title VI of the Civil Rights Act of 1964), and the Americans with Disabilities Act (ADA). The Office of Equal Opportunity works cooperatively with the agency’s equal opportunity officers in MDOT SHA's seven districts and Hanover Complex.
Nature of Work: This position is responsible for ensuring that MDOT SHA is in compliance with Title VI of the Civil Rights Act of 1964 including all statutes, related Acts and Executive Orders pertaining to the Title VI Program. Also, this position monitors and safeguards federal and state funds are secured for MDOT SHA’s roadway projects administered through the On-the-Job Training and Supportive Services (OJT/SS) programs. Minimum Qualifications:
Education: A bachelor's degree from an accredited college or university.
Experience: Five (5) years of experience in administrative or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Selective Qualification: Two (2) years of the required experience must have involved implementing an equal employment opportunity program or equal access compliance program and administering Title VI programs, to include ensuring adherence to fair practice standards.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).

Strong oral, writing and interpersonal skills
Proficiency in Microsoft Office, including Word and Excel
Prior experience with investigating complaints and training large groups
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
