Main Purpose of Job
This position is responsible for managing a uniform invoice verification process to provide financial oversight for all grants and contracts for the Division of Early Childhood Blueprint for Maryland Early Childhood Programs as well as providing technical assistance for monitoring the financial and logistical aspects of financial procedures impacting grants for the division.
POSITION DUTIES
Manages a uniformed invoice verification process to be used as a tracking mechanism for state and special and federal dollars awarded as grants issued from the Division of Early Childhood Blueprint for Maryland Early Childhood Programs for the that will maintain and monitor timely processing of invoices, including periodic tracking of balances on documents.
Independently provides timely, accurate and substantive assistance to DEC in terms of providing logistical support:
MINIMUM QUALIFICATIONS
Experience: Five years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience.
2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

- Monitors the financial procedures impacting the Division of Early Childhood Development for all grants including solicitation of RFP's and Task Orders and review and desk monitoring of fiscal information for all grants assigned.
- Determines program needs for funding and recommends strategies for meeting program objectives and implementation plans; provides professional development to program managers regarding documents and use of finances.
- Coordination of annual grants; responds and researches inquiries from MSDE staff and the public.
- Evaluates program effectiveness of use of funds in accordance with applicable federal and state laws, rules, and regulations and program goals by monitoring expenditures; prepares statistical data to track funding and spending.
- Recommends the development of training procedures to increase correct authorization of funds for grant specialists, programmatic specialists, LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and IHEs
- Coordinates purchasing of costly items by researching and preparing quotes and bids in accordance with MSDE and DBM policies and procedures.
- Prepares and confirms the availability of funds for grant/contract reimbursements to local school systems, contractors, and private vendors and other recipients for disbursement of funds.
- Maintains budget balances using effective management procedures by meeting quarterly, and as requested with financial rep to maintain up-to-date account balances and monthly financial reports.
- Participates as an active member of intra-divisional and interdivisional teams, committees and task forces. Answer and respond to inquiries regarding programmatic and fiscal accountability consistent with COMAR, IDEA, NCLB, EDGAR, CCDBG, Head Start, applicable OMB Circulars, and the Single Audit Act Amendments of 1996.
