SUMMARY
Assumes full responsibility for all program services for the SVDP Housing and Homeless Services Division, including shelters, day resource programs, prevention, diversion, and rapid rehousing services, and permanent supportive housing. Duties including supervision of division leadership, oversight of division and program finances, grant spending, and funder relationships. Responsible for achievement of program contract deliverables and program outcomes. Responsible for ensuring that all services are fully implemented and in compliance, with accurate and timely reporting. Represents the organization with public and private funders and leads all efforts to obtain and retain funding for current programs and growth opportunities, to include grant writing, program development and implementation, and reporting. Operates independently, takes initiative, and uses data to drive program performance and ensure accountability.
PRIMARY DUTIES
- Leadership/Management. Provides strong direction, leadership and management for the SVDP Housing and Homeless Services Division, including shelters, day resource programs, prevention, diversion, and rapid rehousing services, and permanent supportive housing. Takes responsibility for the overall management and training of all staff, including approving all hiring and terminations, according to SVDPs policies. Ensures that there are regular staff meetings and ongoing staff development and ensures that all staff receives full onboarding and completes mandatory training programs. Develops and updates program policies.
- Operations. Ensures that all services are fully implemented, in compliance, and outcomes achieved. Provides operational oversight, ensuring that program operations are conducted according to the program purpose and philosophy, the mission of SVDP, established policies and procedures and all pertinent rules, regulations and laws. Ensures that all programming and services are being carried out using best practices, that all programs and services support client goals and program outcome achievement, and that all services provided are properly documented as required by the funder. Is knowledgeable in all areas related to grants, contracts and regulations and is able to fully train and hold accountable program leadership and staff for the various requirements of multiple funding sources.
Program Performance. Responsible for achievement of program goals, use of data to drive outcomes and program performance, and program reporting. Provides general oversite over data collection, entry and quality for all data systems, actively seeking creative solutions to connecting with, and monitoring, staff and client activity. Ensures full compliance with contractual and regulatory requirements for external data systems and internal adherence to SVDP data system policies and procedures. Responsible for implementing systems of data review and program/process improvement including data quality, program operations and program outcomes using reports and information provided by data team.
- Partner and Funder Agencies. Maintains communication links with outside agencies and government contacts. Develops and maintains an ongoing collaboration between programs and other agencies as well as government partners and cultivates and maintains a network of providers who offer onsite services and enhance programs.
- Financial. Provides fiscal oversight, assists in developing the annual budget, monitors adherence to budget, and ensures that competitive bids are obtained for equipment and supplies, trains staff and ensures that division management is well versed on understanding budgets and maintaining fiscal responsibility. Closely monitors monthly income statements and manages expenses within the approved budget; monitors expenditure commitments to funders to ensure that grants are being allocated properly, identifies potential issues, and works with the CFO and the COO to seek a resolution. Is pro-active in identify and working towards solutions to budget concerns.
- Grant Development and Management: Works closely and actively collaborates with the Grants Department to analyze, develop, write, edit, and complete all applications for grant funding. Is fully knowledgeable of grant deliverables and compliance requirements. Takes full ownership of grant implementation. Serves as primary contact with funders for all grants and works to develop close relationships with funding partners.
- Policies and Procedures. Develops and keeps updated all program policies and procedures to ensure the efficient, effective, and safe operation of all services. Ensures that all programs have staff and client manuals and that there are reviewed and updated annually.
- Planning and Goals. Assists in developing a strategic plan for all programs including specific, outcome-oriented program goals. Develops methods for monitoring progress of goal achievement and provides oversight of reporting.
- Program Growth and Development. Is actively involved in developing new program initiatives, has active knowledge of all new programs being requested, and is the point person for implementation of all new programs.
- External Relations. Is seen as the SVDP content expert on services programs and is an active and visible leader in the local boards, committees, and workgroups, and advocates for systemic improvements on behalf of SVDP and SVDP clients. Represents the organization with public and private funders
SECONDARY DUTIES
- Oversees facility upkeep by working collaboratively with the Facilities Department to ensure that the physical plant of the facility is properly maintained and a safe, clean, quality environment is provided for staff, volunteers and clients.
- Responds to emergency situations as needed both during and after regular hours.
- Works collaboratively with the CHRO on active and continuous recruitment to maintain a complete list of on-call staff to be used as a talent pipeline for filling vacancies.
- Collaborates with the CAO, ensuring that financial gifts, in kind gifts, and volunteers are actively sought, and events planned.
- Collaboratively works with Director of Communications on specific events, participating and supporting organization wide events, speaking to media and outside groups on behalf of all programs. Provides input and ideas for content for the SVDP newsletter and ideas for the annual report, and appeal letters based on real-life occurrences.
- Creates a welcoming and positive environment for volunteers, ensures that they are used effectively to meet program goals, and provides direction to staff on how to incorporate them into their work.
ADDITIONAL DUTIES
- Meets at least monthly with the COO to review progress and conduct planning. Advises COO and CEO/President regarding trends, needs, and problems associated with programs.
- Submits reports to the SVDP Administrative Office, government authorities, and funders, as required.
- Creates an atmosphere of care and respect for clients.
- Attends meetings and events related to St. Vincent de Paul and the Center.
- Upholds the vision, mission, and values of St. Vincent de Paul.
- Participates in meetings, as scheduled.
- Other duties as assigned, within the scope of the position.
QUALIFICATIONS
- Masters degree in social work, social services, or related field and seven [7] years of experience in service delivery, development, and administration with a non-profit organization.
- Minimum of five [5] years supervisory experience and a proven track record of strong administrative skills.
- Experience and proficiency in using data to drive individual and program performance, and strong experience and skills in using data base systems and reports.
- Good organizational skills, including the ability to coordinate several projects simultaneously.
- Excellent written and verbal communication skills.
- Proficiency in word processing, spreadsheet, and Windows-based computer operations, as well as using the Internet.
- Very good public speaking abilities.
- A strong understanding and interest in the work of SVDP and genuine empathy for clients of SVDP programs.
- Willing and able to work a flexible schedule, including occasional weekends, evenings, or holidays, in order to supervise operations, attend meetings or events, or resolve an emergency.
- Ability to relate in a courteous, comfortable, non-judgmental manner with persons from all ethnic, socio-economic, and religious backgrounds.
- Understanding and respect for confidentiality.
- Desire and ability to work as a team member.
