Job Description
Definition: The purpose of this position is to check voter registration and ensure election integrity. This is accomplished by providing voter ballots. Other responsibilities include performing daily ballot accounting and completing other duties as needed. Job Responsibilities

Provides voter ballots by overseeing computer voting systems; verifying qualified voter registration status; issuing ballots; and assisting voters with instructions.
Performs daily ballot accounting by providing daily accurate accounting of ballots processed and ballots accepted by voting tabulator; monitoring and enforcing only one person to approach the voting machine; verifying numbers from evening closing to next morning opening; and reporting any discrepancies.
Performs a variety of other clerical or technical duties specific to the office, attends to customers to the office by answering questions, providing assistance, registering voters, preparing ballots and ballot boxes for elections, canvassing votes, etc., carry out the functions of the Bureau of Elections.
The employee shall generate weekly work reports which details meetings, correspondence, training, etc. to the McKinley County Clerk/Director of the Bureau of Elections. These reports are due every Monday with an affidavit signed by the respective agency"s authorized official regarding such meeting(s).Employee shall give a schedule in advance of upcoming events, meetings, and training sessions to the McKinley County Clerk/Director of the Bureau of Elections.
Knowledge, Skills and Abilities
Minimum Qualification -
High school diploma or GED equivalent.
Experience in repairing electronic equipment of four (4) years duration, of which two (2) years must have been sent as a helper, trainee or an apprentice in maintaining and repairing comparable equipment.
Preferred Qualifications -
Certified Voting Machine Technician by the State of New Mexico
Manufacturer"s certificate for completion of training.
Experience working in a county/local government environment
Knowledge, Skills, Abilities: -
Knowledge of the design, circuitry, operating requirements and overall characteristics of the voting machines.
Ability to trouble shoot malfunctions and effect necessary repairs, replacements and/or adjustment.
Ability to disassemble, repair, reassemble and make final adjustments and operational tests.
Skill in the use of specialized tools, as well as, common handtools such as pliers, wrenches and screwdrivers.
Knowledge to interpret manufacturer"s parts catalogs, operating and repair manuals, diagrams, schematics and blueprints.
Knowledge to pre-program voting machines for Federal, State, Municipal and other elections in the county.
Skill in the operation of data entry and related computer equipment.
Skill in oral communication to give and receive information and to assist the public with clear and accurate information.
Knowledge of Federal laws and mandates, State election codes and State laws, rules, and regulations, governing voter registration and the conduct of elections.
Skill in the use of software specific to the work of the office.
Skill in the operation of a computer keyboard.
Skill in the operation of the ten-key calculator and other general office equipment and machines.
Knowledge of accepted rules of English, grammar, spelling, phrasing, capitalization, and punctuation to be able to prepare and edit a variety of materials accurately.
Additional Information
Supervisory Controls: Works under the general administrative supervision of the BOE Manager, who establishes overall objectives and priorities. Technical direction and supervision is provided by the BOE Manager who provides assistance in the interpretation of repair manuals, blueprints, diagrams, schematics, etc., and determines extent and type of repair necessary. Work is subject to spot check in progress and upon completion.
Guidelines: Guidelines consist of State Election Codes, election schedules, manufacturer"s repair manuals, parts manual, diagrams, specifications and schematics. The incumbent must be able to interpret manufacturer parts catalogs and repair manuals to trace malfunctions, replace parts and complete necessary repairs, however, the Voting machine Technician is available for assistance on unusual problems.
Working Conditions: The work is normally performed in well-lighted, heated and ventilated buildings and shops, however, considerable travel is involved during election time as the incumbent is responsible for delivering the machines to the polling places and responding to trouble calls. The incumbent is exposed to dust, oil and grease when cleaning and lubricating machines. There is frequent exposure to the possibility of minor cuts and bruises.
Certificates/Licenses: Must have a valid New Mexico driver"s license; must have a good driving record for insurance purposes.
