The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
We have an immediate need for a remote Cost Analyst supporting our NATO customer.
We are actively seeking a highly personable and technically astute Cost Analyst. The successful candidate will have experience supporting cost estimates and analysis within NATO, the MoD, civil service, the wider Armed Forces, and/or a defense organization. You will be responsible for supporting Analysis of Alternatives work with cost estimation, preparing independent, data-driven, lifecycle cost estimates for software/C3ISR intensive programs, and lifecycle cost estimation for CIS and Software Intensive Capability Program Plans (CPPs). You will develop cost and schedule tolerances for CPPs, document and present cost/schedule/tolerance estimates, support CPP process by filling in Capability Description Sheet(s) and cost/schedule/tolerance tables, providing quality assurance reviews on industry, and providing cost/schedule/tolerance estimations.
It will also be your resposibility to support cost estimation policy, guidance and direction, and Standard Operating Procedure documentation creation. You will be required to monitor and report on spend rates for material projects and programs, calculate and analyze cost variances for material projects and programs, and estimate future spending for material projects and programs.
You will prepare quarterly financial reports for program directors for inclusion in management dashboard reports, provide a single source of truth for reporting -- single report/data feed -- consolidated/aggregated reports to different audiences, and assume additional tasks as directed by the COTR.
Required:
- Degree or equivalent work experience in related field
- Minimum of 5 years of experience leading teams in cost/schedule estimation of communications/information software systems within a complex, diverse, and dynamic environment
- Experience in Capability Development processes related to national/NATO military program development and/or acquisition phases
- Experience in Program Management Cost Estimation, preferably using SEER or Trueplanning, Crystal Ball, or ACEIT software
- Ability to work with parametric lifecycle software tools for cost estimating and analysis
- Minimum 2 years working with the NATO Common Funded Capability Delivery Governance Model for Capability Development
- Minimum 2 years working in a multinational organization or NATO Command Structure (NCS)/NATO Force Structure (NFS) and familiar with NATO agencies' role in Capability Development and implementation
- Minimum 3 years in a Program Management Office executing quality assurance risk management and processing lessons learned
- Minimum 2 years in effective quality assurance to include quality control on management products, standardization compliance, and execution of quality reviews
- Minimum 6 months producing cost estimation
- Expert in the use of MS Excel software and familiar with the use of other computer-based support tools
Active National or NATO Secret clearance
Desired:
- Familiarity with NATO and NCIA processes and procedures as well as technical capability
- NCIA work experience, especially in software intensive projects
