Job Summary:
Reporting to the CFO, the Procurement Manager is responsible to plan and manage the procurement of a large variety of complex materials and services to effectively support the production requirements for the plant; oversee the review and negotiation of purchase price, quality, availability, delivery, and other factors necessary to ensure the overall conformance of materials purchased to manufacturing specifications and overall company production objectives; manage and coordinate materials inventories and services.
Duties/Responsibilities:
- Maintains liaison function between R & L Spring Co. and raw material suppliers comprising of $10M annual spend.
- Maintains liaison function between R & L Spring Co. and outside production vendor services comprising of $2M annual spend.
- Manages one direct report that supports MRO/Capex spending of $5M annually.
- Ensures that material and outside vendor operations meet the requirements established by R & L Spring Co. Quality System.
- Negotiates new business quote packages with suppliers to obtain the lowest cost and most favorable terms.
- Interacts cross functionally with production control to continually improve raw material turns.
- Interacts with quoting, engineering, and manufacturing personnel to facilitate production requirements which includes the placing and managing of purchase orders to ensure time delivery of materials.
- Negotiates pricing, discounts, freight and delivery for all raw material and outside operation services
- Facilitates the timely and effective “Corrective Actions” from raw material and outside (secondary operation) vendors.
- Identifies trends and risks within the supply chain and supplier relationships. Actively works to reduce those risks within our supply base.
- Responsible for supplier evaluation process.
- Updates the Management team of Supplier Performance monthly in Management Review
- Creates economical and innovative buying and sourcing techniques.
Supervisory Responsibilities:
- Provides leadership in operations to ensure expectations are continually met or exceeded.
- Recruits, interviews, hires, and trains new staff.
- Oversees the daily workflow of the department.
- Provides constructive and timely performance evaluations.
- Handles discipline and termination of employees in accordance with company policy.

Education and Experience:
- Bachelor’s degree in business, supply chain or equivalent experience.
- 5 of more years’ experience in a supply chain manufacturing role
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift to 35 pounds at times.
