Job Summary:
Test and Training product line is seeking a Program Manager to lead the development and implementation process of a customer-focused program’s products and services. This individual will report directly to the Director of Program Management and will be responsible for developing the strategy and lead departmental or cross-functional teams, focused on delivering new or upgrading existing products. Also, this individual will monitor the program from initiation through delivery, including capture planning, proposal development, and program execution, as well as organizes cross-functional activities, ensuring completion of the program
Job Responsibilities:
- Develop a statement of work and plan for the program
- Define technical scope, capability and details of program requirements, customer needs and organizations deliverables
- Surface and track all required customer deliverables within organizations cross functional teams
- Obtain and manage the necessary cross functional resources required to complete the program. Drive to maximize corporate resource utilization
- Handle requests from senior management, sales, pre and post-sales support, manufacturing, or customers to ensure the program's progress and success
- Oversee the requirements of the account to ensure meeting customer commitments for schedules and deliverables
- Identify and resolve critical issues, such as product delivery delays, and changes to customer requirements to ensure customer satisfaction
- Work with Sales and Capture Leads from various business units to scope and bound a new program. Understand the business needs and market requirements. May take lead role on capture and/or proposal efforts, or serve as contributing team member
- Create overall Program Work Breakdown Structure; work with cross functional team to develop program schedule, risk strategies, and costs; work with Product Managers, Contracts, and the Business Unit to create program pricing; manage the same
- Identify out of scope activities and, with appropriate review by management, make recommendations and commitments to the customer. Negotiate additional charges, funding, and/or timeline impacts
- Manage to quarterly revenue and cash flow goals, and percentage of completion milestones
- Monitor the on-going lifecycle of the program in support of the Business Unit, meeting its objectives and profitability goals
- Participates in the recommendation and/or validation of new business systems to support the organization
- Support the development or continuous improvement of key business processes
- Support the Director of Programs, as required, in representing the department in key meetings and task force groups
Required Qualifications:
- Bachelor of Science degree in Engineering or a related field with 5 years of technical experience with at least 3 years of direct program management experience
- Experienced leading technical projects for product development programs
- Aerospace & Defense, Industrial Computing, or equivalent industry experience
- This position requires you to have or obtain a government security clearance. Security clearances may only be granted to U.S. citizens
Preferred Qualifications:
- Advanced Degree
- Program Management certification preferred (PMP)
- Experienced with documentation and collaboration tools, such as Confluence and SharePoint
- Knowledge of Government contracting practices, Earned Value Management (EVMS), and standard program reporting metrics
- Experience in managing $200K to $10M projects/programs
- Prior Leadership experience and ability to lead IPTs through ambiguity and short deadlines
- Experience managing Programs in a multi-site matrix organization
- Ability to communicate effectively with customers, internal and external
- Solid knowledge of program scheduling tools, such as MS Project
- Experience with Military and Commercial Programs
- Experience with Contract Management, Sub-Contract Management
- Active Secret Clearance
