PURPOSE:
To ensure the successful execution of employment relations, HR communications, compliance, training, staffing, performance management and compensation. Ability to build strong relationships and partner with a diverse group of union/nonunion employees and management. Substantial mentality to be proactive, predictive in developing solutions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Advise management as required on policies, training and regulations to minimize risk of exposure to employee claims based on terminations, discrimination, harassment, payroll issues, workers compensation, etc.
- Ensure the execution of HR programs and initiatives linked to organizational development, staffing, training, performance management, employment relations, and HR communications.
- Effectively manage employee relations issues that may include employee complaints and/or investigations and related disciplinary matters.
- Advise management on wage and hour compliance in union and non-union workplaces, including compliance with Wage Orders and Davis-Bacon Act issues.
- Evaluate HR practices and advise management to ensure best-in-class HR solutions are implemented throughout the company.
- Execute training presentations to comply with required state and federal laws and supervisory management skills as needed. This includes but not limited to sexual harassment prevention training, leave management, the process of discipline, benefit and 401(k) open enrollment presentations, etc.
- Partner with peers throughout the business to meet short and long-term HR needs and provide ongoing feedback regarding company-wide HR processes.
- Assure proper staffing through Recruitment and Retention Programs, including preparation of s, advise on incentives and benefits, recruitment from within and outside the organization, manage reductions in force and terminations as needed.
- Concentrated work with process improvement, SOP's, California employment laws including but not limited to Federal regulations and compliance, ERISA, COBRA, ADA, all leaves administration, etc.
- Coordinate with legal counsel in litigated and non-litigated HR matters.
- Participate and advise top management in collective bargaining unit communications and negotiations.
- Manage all aspects of HR related record keeping.
- Other duties and responsibilities as assigned.
EDUCATION/EXPERIENCE REQUIRED:
- Bachelor's degree in Human Resources or Business required. Advanced degree preferred.
- The knowledge, skills and abilities typically acquired through the completion of a PHR, SPHR Certification or equivalent in a field of study related to the job.
- Seven to ten plus years of progressive HR generalist experience and five plus years of experience supervising HR professionals with clearly demonstrated competence and proficiency related to the job.
- Expertise in a variety of the HR field's concepts, policies, practices, procedures, processes and employment laws including but not limited to Federal and State regulations and compliance, ERISA, COBRA, ADA, all leaves administration, etc.
- General business management practices; supervisory principles; manufacturing practices; and project management techniques.
- Computer and database proficiency, including HRIS platforms, Taleo, Microsoft Office products.
- Demonstrated ability to rely on experience and judgment to plan and accomplish goals
- Prepare and present clear and persuasive reports and recommendations;
- Communicate effectively, both orally and in writing;
- Establish and maintain effective relationships with staff and management;
- Career development, coaching and presentation skills;
- Bilingual Spanish and English preferred, not required.
- Construction Industry experience highly preferred.
