As an Engineering Deputy Vice President, you will assist in providing strategic and tactical leadership to safely deliver high quality, on time, and within budget capital projects, affecting the operation, national image, and overall success of major airports serving the national capital area.Engineering Deputy Vice President
Serves in the Office of Engineering, Metropolitan Washington Airports Authority (Airports Authority).
Responsible for the management of the overall quality, safety, environmental engineering, building permitting and code enforcement, planning, design and construction management programs, project management, administration and other duties of the Office of Engineering in pursuit of the Office’s assignments. Ensures regulatory compliant, transparent, ethical, teamwork-oriented, and customer service-oriented focus performance. Performs related functions.
GENERAL RESPONSIBILITIES
Coordinates and controls delivery of engineering management functions, contract administration and Engineering staff performance in support of the delivery of capital construction projects.
Supervises and directs assigned Office of Engineering staff in the performance of their duties.
Provides strategic and tactical guidance to develop and implement integrated systems and processes in support of engineering and construction needs.
Oversees direction and oversight of assigned Architecture/Engineer (A/E), construction and other consultant firms.
Oversees and ensures the effective planning, design, construction, project/program management for the delivery of capital construction projects as assigned.
Ensures coordination with the Airport Engineering and Maintenance Departments on work within the functional domain of the Office of Engineering. Reviews, recommends, or approves cost-effective Airport facility, and infrastructure solutions that enhance support of mission-critical Airports Authority operations.
Directs need-cost-benefit analyses for engineering and construction spending.
Benchmarks, analyzes, reports, and develops recommendations for the improvement of Office of Engineering functions.
Facilitates comprehensive, integrated, and forward-looking operations, programs, and projects, and establishes broad policy guidance for subordinate entities and personnel.
Makes key recommendations and decisions related to challenges that have potential for critical impact on budget or compliance with legal or policy requirements, effectiveness, and practicality of projects.
Keeps abreast of developments in engineering and construction management and technology.
Performs other duties as assigned or on own initiative.
QUALIFICATIONS
Ten years of progressively responsible engineering experience, with emphasis on civil and structural engineering, and public contracting management experience.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Comprehensive knowledge of and ability to apply concepts, principles, and practices of engineering, as well as architecture and commercial-industrial construction.
Skill in strategically directing and tactically overseeing engineering and construction projects.
Knowledge of quality assurance, project controls, market data, and cost management in engineering and construction and ability to ensure projects are high quality, on time, within budget, and meet other critical objectives.
Knowledge of and ability to ensure compliance with key regulatory requirements, standards, and guidelines applying to engineering and construction projects.
Knowledge of business administration principles and ability to interact and discuss profit and loss issues with a variety of stakeholders .
Knowledge of and ability to apply technical aspects of bid analysis, and public-sector contracting procedures and solicitation processes.
Ability to speak and write effectively.
Ability to make detailed analyses of data and information and make recommendations.
Skill in using a computer and modern office suite software .
PREFERRED QUALIFICATIONS
Progressive civil engineering management and leadership experience as an owner’s representative in a complex, multi-project work environment dealing with a broad range of stakeholders.
Experience managing and coordinating engineering projects as an owner’s representative within a public sector environment.
EDUCATION
A Bachelor’s Degree in Engineering or Architecture, or a related field.
CERTIFICATIONS AND LICENSES
A state driver’s license in good standing .
Licensed as a Professional Engineer (PE) or Registered Architect in the United States or one of its Territories.
NECESSARY SPECIAL FACTORS
Professional license must be maintained.
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
