Position Title: Test Analyst II

a Program Analyst III Team Lead to provide support to a Government customer. The specific tasks and
requirements may include, but are not limited to the following:
- Experience: *Must have a Bachelor’s Degree from an accredited University or College, preferably in an
Engineering discipline, Physical Sciences or Mathematics. Military experience can be substituted for an
engineering degree if eight (8) or more years can be demonstrated in an analogous or higher-level position. Familiarity with the integration and monitoring of processes and strategies required for the
conduct of test and trials, test documentation, live fire test and evaluation, as well as input to budget
planning for testing projects. Demonstrated knowledge and experience coordinating Test and Evaluation
Working Integrated Product Teams (T&E WIPT). Must have applied knowledge of Marine Corps tactical
vehicles, to include amphibious assault capabilities, and associated weapon systems. Position requires
the ability to pass and maintain a Security Clearance.
- Responsibilities: *Provides Live Fire Test and Evaluation (LFT&E) support to the Program Management
Office (PMO) for all variants of the Amphibious Combat Vehicle (ACV) Family of Vehicles (FOV). Supports
the PMO Test Director for planning, execution, and reporting of LFT&E events necessary to complete an
evaluation of the survivability and lethality of the ACV FOV, and identify and system design deficiencies
to be corrected before those vehicles are deployed or enter full-rate production. Assists in test development, execution, and scheduling. Supports the LFT&E Management Plan, Survivability Assessment Report (SAR), the Vulnerability Assessment Report (VAR), and the Lethality Assessment
Report (LAR), among other documents and events, relevant to survivability, vulnerability, and lethality
testing to include recommendations to further improve the subject systems for a range of operationally
relevant scenarios in existing and expected combat environments. Coordinates all aspects of Test &
Evaluation Master Plans (TEMP) development with Government stakeholders. Coordinates the
development and execution of the LFT&E Strategy for inclusion in the TEMP with inputs from the
technical communities. Maintains and manages the customer interface at the senior levels of the PMO.
Meets with customer and T&E personnel to formulate and review task plans and deliverables. Leads and
manages a team by providing guidance, instruction, training and leadership skills to inspire members to
perform at their optimum. Creates a cohesive team that works efficiently together to maximize
performance of duties that may include analysis, design, development, testing, integration, logistics,
planning or maintenance of systems, processes or programs. Manages day-to-day team activities;
delegates tasks and sets deadlines; identifies training needs and provides coaching; listens to team
members’ feedback and resolves issues or conflicts; empowers team members with skills to improve
their product knowledge, confidence, and communication skills; develops and/or reviews acquisition
documentation, test plans, communication plans, technical reports, papers, drawings, specifications,
procedures; recognizes high performance and rewards accomplishments. Ensures conformance with
program schedules and budgets. Provides quality assurance, communicates goals, objectives and
policies. Travel expected up to 50% of the time.
- Specific Requirements: *Detail-oriented, result-driven team leader to monitor and supervise a crew
providing analytical support in any of the following disciplines: test, engineering or science. Effective
organizational and priority management skills. Demonstrated ability to work independently or on a team
in a dynamic environment and with multiple discipline projects. Exhibits exceptional organizational, time
management, leadership, and decision-making skills. Ability to define, develop, apply, and assess tests to
analyze new products. Excellent oral and written communication skills. Possesses strong technical
writing expertise. Exceptional interpersonal, time management and analytical skills. Competent in
identifying and breaking down necessary tasks to test a product. Able to brainstorm and collaborate
with colleagues to identify possible approaches to new tasks. Adept in coordinating test facilities,
preparing the test site as well as the test subject, and identify and resolve problems that may hinder or
affect the test procedure. Proficient in Microsoft Office products, providing daily test/situation written
and oral reports summarizing the status of matters such as test events/completions, test issues, and
overall test schedule updates. Capable of reviewing test plan documents for compliance with general
test protocol and DoD guidelines that support individual program requirements and provide
recommendations. Serve as On-Site Liaison to the ACV Prime Contractor, the Government T&E staff, and
the assigned test agency personnel for all test matters requiring employer T&E input. Performs
customer liaison, makes presentations and attends customer meetings. Completion of Defense
Acquisition Workforce Improvement Act (DAWIA) Test & Evaluation Level II certification courses.

The work environment is typical of a testing environment on a military compound for the use of
evaluating tactical communication systems designed for use in field operations. The noise level in the
work environment is usually moderate, but may be high when handling power equipment, conducting
live fire evaluations or operating military vehicles under extreme conditions. The employee may be
required to work in restricted spaces and/or under difficult lighting and access conditions, and may be
exposed to outside weather conditions when in transport or while conducting testing. The employee
may be required to conduct continuous radio operations with the use of the USMC Enhanced Combat
Vehicle Crewman (ECVC) Helmet System. The employee will be required to properly apply such safety
equipment as is appropriate to the work to prevent injury to self or others.
