POSITION SUMMARY
Modern Government Solutions (MGS) is seeking a multi-faceted Proposal Manager excited to bring their unique skills to multiple projects. The Proposal Manager's core responsibility will be to coordinate with the various capture managers and ensure that all of the company's proposals are fully executed from start to finish. This involves coordinating the proposal process and producing the actual proposals. The Proposal Manager is responsible for the introduction and implementation of all necessary proposal procedures and processes. This is a highly networked role that requires an ability to work under pressure and to meet challenging deadlines.
RESPONSIBILITIES (not limited to):
As the Proposal Manager you will be responsible for reviewing Requests for Proposal (RFP) and Request for Information (RFI)/Sources Sought (SS) requirements, conducting analysis, and assessing strategy for responding to requirements. You will provide final quality control check, including proofreading for grammar, RFP compliance, and conformance to established strategies and plans. You will analyze government solicitations, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline, matrices, guidelines etc. You will also be responsible for identifying and assembling a proposal team with the relevant knowledge required to win. Other responsibilities include:
- Coordinate and review/edit proposal input from a variety of stakeholders
- Verify that complex technical solutions, strategies, and themes are easily understandable, readable, and compelling
- Review, edit, and provide desktop formatting for all proposal volumes and executive summaries, and ensure a single voice throughout.
- Maintain, augment, and improve a library of reusable components, templates, and processes to reduce response time and improve quality on future bids
- Monitor for relevant competitive solicitation opportunities and assist in coordinating and managing the Business Development (BD) pipeline
- Develop, monitor, track, and present metrics associated with RFP/RFI/SS responses and indefinite delivery/indefinite quantity (IDIQ) contracts
- Participate in the update of proposal and opportunity tracking technologies to maintain status and improve workflow processes (e.g. Salesforce)
- Effectively manage multiple projects and communicate with various internal and external stakeholders
REQUIRED SKILLS AND QUALIFICATIONS
- Must possess an active Department of Defense (DoD) Secret security clearance.
- Bachelor's Degree in related field in business, marketing or engineering, etc. is preferred, other degrees such as Communication, Journalism, and/or English are acceptable, or 10 years equivalent of experience with no degree would be feasible.
- 5 years of experience in preparing Federal Government proposals.
- Proven ability in planning, producing and delivering compliant proposals within a complex business environment.
- Advanced user in Microsoft Office Suite (Word, Excel, and PowerPoint).
- Must be able to demonstrate a working knowledge of various Government contracting concepts, practices, and procedures including knowledge of FAR/DFARS and CAS.
- Experienced in scheduling and running proposal kick-off meetings, facilitating key review meetings / final document review, coordinating proposal governance / sign-off, document production, and delivery of the completed proposal.
- Experience with knowledge/classification management.
PREFERRED SKILLS AND QUALIFICATIONS
- Ability to obtain and maintain a Top Secret security clearance.
- Experience with Adobe Creative Suite including In Design, Photoshop, and Illustrator.
- APMP certification and/or Shipley training.
