Proposal Specialist & Contracts Administrator
We are seeking a responsible Proposal Specialist & Contract Administrator to join our team. Your primary responsibilities will involve preparing, negotiating, and reviewing various company contracts, such as purchases, sales, and business partnerships.
The ideal candidate will play a pivotal role in managing the contractual and proposal processes within the organization. You will be responsible for drafting, reviewing, and negotiating contracts, as well as preparing proposals for new business opportunities. You should possess strong analytical skills to analyze contracts, aiming to reduce costs and maximize profits while ensuring compliance with legal regulations. Previous experience in contract management and familiarity with legal requirements and terms of use are highly desirable. You will demonstrate a keen attention to detail and possess the ability to identify potential risks for our organization.
In this role, you will:
- Prepare sales and purchase contracts
- Draft, review, and negotiate contracts, including but not limited to client agreements, vendor contracts, and subcontractor agreements.
- Coordinates the development, completion and submission of responses to requests for proposal (RFPs) with minimum supervision and under strict deadlines.
- Prepare and submit proposals in response to GSA solicitations, Requests for Quotation (RFQs), and Requests for Proposals (RFPs).
- Ensure that contracts comply with Federal Acquisition Regulation (FAR), GSA Acquisition Manual (GSAM), and other applicable regulations and guidelines.
- Develop and maintain contract templates, ensuring they comply with legal and regulatory requirements and reflect the organization's best interests.
- Determine proposal concepts by studying requests for proposal (RFPs, RFIs, etc.), attending strategy meetings, and speaking with subject matter experts
- Write, revise, and edit drafts of Federal Government proposal responses (including executive summaries and technical, management, past performance, resume, and pricing sections), white papers, responses to Requests For Information (RFIs), and marketing material.
- Review proposal documentation for accuracy, completeness, and compliance with RFP requirements.
- Edit documents and technical literature prepared by other staff members, for content, coverage, clarity, and voice consistency, recommending revisions and editorial standards as appropriate.
- Maintain quality results by using templates, following proposal-writing standards including readability, consistency, and tone, and maintaining proposal support databases.
- Negotiate contract terms with internal and external business partners
- Review and update existing contracts
- Explain terms and conditions to managers and interested parties
- Ensure that employees understand and comply with company contracts
- Analyze potential risks involved with specific contract terms
- Stay up-to date with legislative changes and coordinate with the legal department as needed
- Ensure all deadlines and conditions described on contracts are met (e.g. payments and shipping’s)
- Maintain organized system of physical and digital records
- Create language standards for existing and new contracts
If you're suitable for this role, you have:
- Bachelor's degree in business administration, finance, law, or a related field. A paralegal certificate or relevant professional certification (e.g., Certified Federal Contracts Manager) may be preferred.
- 6 years of technical proposal writing experience in response to Federal Government RFPs, RFIs, and an understanding of the Shipley methodology.
- Strong understanding of GSA regulations, including FAR, GSAM, and GSA Schedule program requirements.
- Experience writing technical proposals for software development processes, IT operations, cloud, etc.
- Understanding of win themes, proposal concepts, and the business.

- Demonstrated ability to collaborate effectively with cross-functional teams and build positive relationships with internal and external stakeholders.
- Knowledge of government contracting regulations (if applicable) and experience working with federal, state, or local government agencies may be advantageous.
- Flexibility to adapt to changing priorities and business needs.
- Experience writing management and staffing proposal volumes
- Experience generating content for new business development materials
