Job Title: Team Leader, Parks & Beaches Department: Parks & Beaches Pay Grade: 310 FLSA Status: Non-exempt JOB SUMMARY The primary function of this position is to perform supervisory tasks and field work in the maintenance and repair of all parks and beaches in the assigned area. Work involves maintaining a good working relationship with the general public, Project Management and others. ESSENTIAL JOB FUNCTIONS Schedules work of the Parks & Beaches Department. Prepares employee work schedules and approves time sheets. Reviews and approves time off requests for staff. Responds to requests and correspondence for repair. Prepares estimates for new construction and repairs. Provides monthly progress report of work completed in addition to normal maintenance procedures of parks and open spaces. Coordinates, inspects and approves all subcontractor work. Represents the Department at meetings. Conducts field work and verifies completion of work orders. Provides direct supervision with developing and fulfilling maintenance, renovation and remodeling. Assist in implementing personnel procedures such as: evaluations, interview, disciplinary actions and recommend hiring of employees. Coordinates with clients, schedules, set up/tear down and ensure coverage of events at Unincorporated Parks and Beaches. Ability to work nights, weekends and holidays as required. Performs other related job duties as assigned. QUALIFICATIONS Education and Experience: High School or GED. 5 years minimum of prior related work experience. Special Qualifications: Valid Florida Driver’s License. CDL preferred. Knowledge, Skills and Abilities: Ability to work from a general outline of duties and responsibilities. Ability to work in a responsive environment where co‐workers or citizens bring problems for resolution. Ability to determine problems and create individual solutions for issues. Ability to lead less than ten employees who are mostly engaged in the same activities. Ability to organize work around broad organizational goals and processes. Ability to perform mid‐level professional work including basic data analysis and synthesis, report creation, process performance, and regulatory or compliance activities. Ability to follow basic guidelines for operational activities. Ability to make decisions that govern the activities and behaviors of staff members. Ability to provide updates to senior managers, elected officials, or other community groups or organizations. Ability to ensure the provision of efficient and effective services. Knowledge of turf maintenance, ball field maintenance, irrigation, landscaping and chemical applications of fertilizer and pest control. PHYSICAL DEMANDS The work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required: Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium. Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. Crawling: Moving about on hands and knees or hands and feet. Crouching: Bending the body downward and forward by bending leg and spine. Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips. Grasping: Applying pressure to an object with the fingers and palm. Handling: Picking, holding, or otherwise working, primarily with the whole hand. Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. Kneeling: Bending legs at knee to come to a rest on knee or knees. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position‐to‐position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles. Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Mental Acuity: Ability to make rational decisions through sound logic and deductive processes. Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward. Reaching: Extending hand(s) and arm(s) in any direction. Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely. Standing: Particularly for sustained periods of time. Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles. Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. WORK ENVIRONMENT Work is performed in an environment where errors on incumbents’ part can lead to significant physical or mental consequences for self or others.
