SALARY RANGE: $23.31 – 31.24 an hour, paid every other Friday. ($48,485 - $64,979 Annually).

FLSA STATUS: This is a Non-Exempt Position reporting to Fiscal Manager (FM) and Accountant II (Acct-II). This position is not currently eligible as a remote position.

WORK HOURS: Flexible schedule of 8 hours between 8:00 a.m. to 5:00 p.m., Monday through Friday. Subject to change, as required to meet the needs of the Agency. Must be willing to work overtime and/or alternate schedule when required. Infrequently, may be called in during non-business hours to assist with Audits.

General Description:

Under general supervision of the Fiscal Manager, performs a variety of professional and technical duties in support of accounting functions and employee benefits administration of Mother Lode Job Training (MLJT); prepares, processes and maintains accounting records; functional areas of responsibility include accounts payable, accounts receivable and payroll; prepares financial transactions and maintains a variety of accounting files and records in accordance with generally accepted accounting principles; and performs related duties as assigned.

Class Characteristics:

Accounting Technician I is designated as confidential and is the entry level position in this technical accounting series and incumbents are responsible for performing technical duties in the preparation, administration, and maintenance of Agency accounts payable, accounts receivable, payroll and other accounting transactions and records, ensuring that these functions are carried out in an accurate, timely manner in accordance with legal requirements and sound financial management principles and practices.

Accounting TechnicianII is designated as confidential and is the journey level in this accounting series. Incumbents are responsible for performing duties in the preparation, administration, and maintenance of MLJT accounts payable, accounts receivable, payroll and other accounting transactions and records, ensuring that these functions are carried out in an accurate, timely manner in accordance with legal requirements and sound financial management principles and practices. The Accounting Technician II performs all the duties of the level I when vacant.

Accounting Technician I (Confidential)

· Performs a variety of technical accounting support and administrative duties in the preparation, processing and maintenance of accounting records; areas of responsibility include accounts payable, accounts receivable and payroll.

· Performs payroll, accounts receivable and accounts payable tasks as required for coverage of departmental functions.

· Processes invoices for payment in accordance with MLJT policies and procedures; maintains files, pay requests and related documents; reviews accounts payable payment documentation and supporting materials to be complete and accurate; reviews and processes check requests; researches and resolves accounts payable problems and unusual situations.

· Prepares billing for specialized service areas including rent, COBRA, lease agreements, and services rendered; ensures that the invoicing practice is consistent with program requirements.

· Performs all duties in support of payroll operations; processes personnel action forms and enters maintenance changes such as direct deposit, tax withholdings, and deductions into the payroll system; ensures timecards submitted are accurate and contacts appropriate timekeeping staff to rectify errors; generates and distributes payroll related reports; prepares and reconciles payroll report entries.

· Assists with the storage and archiving of accounting records in accordance with established records retention schedules.

· Participates in training programs.

· Regular attendance and punctuality, and adherence to prescribed work schedule.

· Establishes and maintains cooperative working relationships with co-workers, outside agencies, contractors, and the public.

· Performs related duties as assigned.

Accounting Technician II (Confidential)

· Maintains and reviews fixed asset accounts; prepares journal entries for the acquisition and disposal of fixed assets; determines appropriate schedules and calculates and prepares journal entries for fixed asset depreciation; reconciles fixed assets to accounting records monthly.

· Maintains and reconciles a variety of ledger accounts; examines all accounting transactions to ensure accuracy and corrects financial records as necessary.

· Assists in monitoring various accounts, verifying availability of funds and classification of expenditures; researches and analyzes transitions to resolve problems and to provide information to management.

· Prepares a variety of financial documents and reports for internal and external purposes.

· Participates in developing accounts payable and other similar procedures; prepares month end journal entries and assigned account reconciliations and reconciles weekly processes.

· Recommends changes in accounting and auditing systems, policies, and procedures.

· Reviews and evaluates regulations, internal controls, grants, and administrative policies for guidelines in performing accounting and fiscal operations.

· Prepares original and adjusting journal entries; performs reconciliations of general ledger, journal, subsidiary accounts, invoices and other accounting transaction reports; supporting schedules and reports for financial statements.

· Assists in the preparation of the labor budget, financial calculations and compiling annual financial reports, supporting schedules, and working papers.

· Prepares spreadsheets and other accounting data for management and the annual audit.

· Prepares and processes purchase orders in a backup capacity.

Perform varying levels of technical to complex accounting work in preparation, maintenance, and review of financial records, accounts and reports depending on level. Operate a computer and spreadsheet software; verify the accuracy of financial data and information; organize and set priorities; make sound independent judgments within established guidelines; make calculations and tabulations and review fiscal and related documents accurately and rapidly; follow and apply written and oral instructions; communicate effectively, orally and in writing; prepare clear and accurate financial records and reports; handle tactfully and effectively sensitive customer relations situations and defuse situations that are highly volatile; establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience:

Any combination of experience and education that would likely provide the required knowledge, skills and abilities may be qualifying as determined solely by the Agency. A typical way to obtain the knowledge, skills and abilities would be:

For Accounting Technician I (Education/Certification):

· College level coursework in accounting, business administration or bookkeeping is desirable.

· At least one year of responsible accounting experience including responsibilities in a variety of accounting functions, or the equivalent in education and experience. Experience processing payroll is desirable.

For Accounting Technician II (Education/Certification):

In addition to the qualifications above, Accounting Technician II has:

· Associate degree from an accredited college or university in Business Administration or Accounting is desirable.

· Two years of professional level accounting/auditing experience. Experience with non-profit or governmental accounting is desirable. Two years of increasingly responsible accounting experience similar to an Accounting Technician I for Mother Lode Job Training.

· Two years of accounting experience can be substituted for an Associate Degree so a total of four years of accounting experience would be required for this position.

Additional Requirements (Applies to both positions):

Must possess a valid California driver’s license, have a satisfactory driving record, and show proof of an insured vehicle.

Ability to read, analyze, and interpret common documents and instructions. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to develop and document simple processes and procedures.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, percent and decimals. Ability to calculate figures and amounts such as discounts, interest, and proportions.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Intermediate skills in Word, Outlook, and use of Internet and basic skills in PowerPoint, databases and Excel. Preferred typing speed is a minimum of 45 wpm. Strong skills in 10 key with high accuracy.

18 years of age.

Must be eligible to work in the United States.
