DESCRIPTION: A CBRN Doctrine Integrator/Technical Writer researches, organizes, writes, edits, proofreads, and produces data for use in a wide variety of complex technical publications requiring knowledge and understanding of the subject matter and related fields in support of all customer mission-oriented business functions, programs, or initiatives to include but not limited to Multi-Service Tactics, Techniques and Procedure publications, Joint Publications, and Allied Technical Publications.
Primary duties will include (but not limited to):
- Serve as the lead Action Officer (AO) and customer representative to the Joint Doctrine Development Process. Receive, plan, coordinate, and conduct review of all Joint Publications (JPs) for CBRN Defense and CWMD equities. Provide recommendations on inputs; draft, compile, and submit Comment Resolution Matrices (CRM) in support of JP reviews. Serve as the lead AO for review and comment adjudication of JP 3-11 (for which the customer is the Joint Staff Doctrine Sponsor). Provide advice, recommendations, and courses of action throughout entire drafting, review, commenting, adjudication process. Coordinates publications review with internal and external organizations to ensure that technical documentation is accurate and complete, meets editorial guidelines and Government specifications, and adheres to standards for quality, graphics, coverage, format, and style. Attend Joint Doctrine Planning Conference as required.
- Serve as the customer’s lead AO and representative to the CBRN Multi-Service Working Group, to include acting as the lead/primary author on MTTPs requested by the MSWG (and as approved by the customer). Ensure that submitted technical documentation is accurate and complete, meets editorial guidelines and Government specifications, and adheres to standards for quality, graphics, coverage, format, and style. Maintain and update as needed the customer’s Memorandum of Agreement with the MSWG. Advise the customer and MSWG on drafting, content, receipt, execution, and completion of Requests for Support.
- Plan, draft, coordinate, staff, and adjudicate Joint Doctrine, Organization, Training, materiel, Leadership, Personnel, and Facilities (DOTmLPF) Change Recommendation (DCR) as required by the customer. Serve as the lead AO for implementation and oversight of existing DCRs. Coordinate with tasked organizations, coordinate meetings, track progress and task completion; annotate completion within KM/DS. Provide advice and recommendation on DCR tasks, actions, and closures.
- Provide CBRN Doctrine support to the Non-Materiel Integrated Concept Team (ICT).
- Work independently at the highest level of all phases of documentation and operate computer hardware and software to prepare, revise, print, and store text, illustrations, graphs, charts, etc.
KNOWLEDGE AND SKILLS:
- Possess expert knowledge in CBRN Defense, Countering WMD, CBRN Consequence Management (CM), Defense Support of Civil Authorities (DSCA), and Medical CBRN Defense.
- Excellent analytical problem-solving skills.
- Excellent oral and written communication skills.
- Familiarity with the Joint Doctrine Development System, and the Joint Doctrine Development Tool, and the JS Task Management Tool (TMT) or JS Action Package (JSAP).
- Familiarity with the following:
- DA Pamphlet 25-40
- Army Publishing Program procedures
- TRADOC Regulation 25-36
- TRADOC Doctrinal Publication Program and TRADOC regulation25-30
- Preparation, Production and Processing of Army wide Doctrinal and Training Literature
EDUCATION / EXPERIENCE:
- Bachelor's degree required. Masters Degree desired, but education may be offset by writing ability and years of experience in CBRN Defense or CBRN Doctrine development.
- Fifteen years of relevant technical area experience (comparable to O4/W4/E9 or above or a former GS-13 or above), with two to five years’ experience on the Joint, OSD, a CCMD and/or a Service staff.
- Experience in Doctrine Development, TRADOC, or Service Doctrine Development Organization is preferred .Minimum of two (2) years of experience in managing complex projects or programs.
- Previous experience writing large-scale Department of Defense publications and/or doctrine
