As an IT Portfolio Manager , you will navigate the County’s multifaceted organizational structure to understand County services and build effective relationships with business partners, IT leaders, and other stakeholders to facilitate technology solutions that meet the County’s diverse needs. You will work collaboratively across the IT enterprise to ensure that the technology solutions we provide align with our business partners’ needs while remaining fiscally prudent within budget limits. You will understand the applications, IT services and other technology used by customers in your portfolios, and you will ensure that the services IT provides are managed throughout their lifecycle from development or acquisition through obsolescence, including support and maintenance of existing applications and other technologies. This position serves as part of the Information Technology Division’s Senior Management Team and provides leadership across the organization.

Essential Job Functions:
Leadership, Relationship Building and Project/Technology Management
Work closely with business partners to understand their mission, vision and values and help identify where technology can be used to address their strategy and objectives.
Collaborate with IT staff on a comprehensive, innovative and advanced technology plan that meets the needs of business partners and integrates long-range planning into this process.
Manage demand for technology resources, tools, and systems. Collaborate with business partners to help prioritize technology projects and activities based on business partners’ goals and objectives.
Serve as an advocate for business partners within the IT organization while working within the IT teams
Identify and measure business results on delivered projects to ensure business outcomes are achieved.
Ensure project quality, timeliness and effectiveness in meeting the customer needs for assigned projects.
Manage service level and costs at each phase of application development projects, or other projects as assigned.
Staff Development and Management
Ensure that staff skills meet ever-changing technical and business requirements within the allocated budget. Ensure that each employee has a development plan aligned with organizational objectives.
Plan, prioritize, assign, supervise, coach, review and participate in the work of staff responsible for acquiring/developing, managing or administering applications.
Manage staff performance. Ensure that assigned activities are part of authorized work plans. Ensure that all time spent on activities is systematically logged and tracked in as much detail as is required.
Tactical and Strategic Planning
Work collaboratively with shared IT resources including Applications and Data Services, Infrastructure, and Project Management to facilitate the delivery of services to business partners. Participate in the overall leadership of an interdependent, customer-focused IT organization.
Participate in setting strategy, vision, goals and priorities that are aligned with customer needs.
Participate in the development of goals, objectives, policies and priorities for the implementation of appropriate applications and development frameworks.
In partnership with IT Senior Applications Manager, develop exit strategies to expeditiously remove obsolete and low-value software.
Budget, Cost, Consultant and Vendor Management
Participate in the development and administration of the portfolio budget, including forecasting funds needed for staffing, equipment, materials and supplies. Track expenses against budget and adjust as necessary. Track staff time spent on work for business partners against budget and work with IT management teams to ensure shared resources are aligned to business partner allocations and needs.
Manage the work of outside consultants and vendors, including selection, negotiating terms and conditions, monitoring performance, and authorizing work and payments.
Effectively manage relationships with product and service vendors as assigned, and regularly validate that Multnomah County is getting favorable price/performance.
Maintain accurate information on costs and usage of applications.
To Qualify
We will consider any combination of relevant work experience, volunteering, education, and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.
Minimum Qualifications/Transferable Skills*:
At least six years of experience in an IT customer-relationship management role, including experience supervising or leading the work of other customer-relationship analysts; AND
Equivalent to a bachelor’s degree from an accredited college or university in information technology or a closely related field. (Additional experience may substitute for education.)
The successful candidate will be required to pass a background check.

Experience in healthcare and human or social services
Demonstrated experience with staff supervision, including performance management and coaching
Strong project management skills to oversee projects and manage resources across multiple projects
Demonstrated success in managing customer service across diverse customer groups.
Proven effectiveness at managing organizational change; demonstrated ability to influence others to achieve results.
Experience in contract negotiation, vendor management, and budget development and monitoring.
Ability to manage ambiguity and operate effectively in a dynamic environment.

COVID-19 Vaccination Requirement: To protect the health of the community and employees, Multnomah County requires employees to be fully vaccinated against COVID-19 or have an approved medical or religious exception by October 18, 2021 as a qualification of employment.

Teleworking: At this time, this position is designated for “routine telework,” meaning you will be working remotely (from home) most of the time. A hybrid schedule also is an option. As with all routine telework positions, employees will be required to come into the office on occasion. The designation of routine telework may be subject to change at a future time. Currently, all County employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
