CAPITAL PROGRAM MANAGER (Civil Engineer IV) - Range 18 / NON

Open to the general public and any current Municipal employee.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT:  Anchorage Water & Wastewater Utility (AWWU)
HOURS OF WORK:  Monday - Friday; 8:00 am - 5:00 pm 
LOCATION OF WORK: 3000 Arctic BlvdUnder general direction of Engineering Division Manager, has program management responsibility and administrative direction and control over all assigned projects of AWWU's capital improvement program (CIP) executed by the Project Management Section. Develops design standards and implements use of such standards in design and construction. Supervises Civil Engineer m staff in Project Management Section including training, personnel development and workloads. Plans and adjusts budgets, prioritizes work and insures projects are completed within time and budget constraints established for the CIP. Develops and implements practices and procedures necessary for Project Management Section to complete its mission. Also manages advanced professional engineering, architecture and/or project management work involving large dollar complex, highly­ sensitive or controversial capital improvement projects. Establishes and maintains teams of professional, para-professional, and technical staff, and Contractors in the completion of program. Provides service and information regarding the CIP and specific projects directly to other Divisions of AWWU, the public, and to other governmental agencies, private utilities, and Municipal offices. Other related duties as assigned or required. Bachelor's Degree from an accredited college or university in Civil Engineering, or a closely related field, and eight (8) years of progressively responsible engineering experience; two (2) years of which must have been involved in managing engineering capital projects.

Must be registered as a Civil or Environmental Professional Engineer (P.E.) in the State of Alaska.

Must possess a valid State of Alaska Driver's License by the time of hire and a satisfactory full State of Alaska DMV driving record.


Preference:
Strong background in water & wastewater project or program management experience in engineering administration, design and project management, construction management, construction claims, dispute resolution, cost estimating, scheduling and value engineering.
Military Service Interview Preference:

Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application.  Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment.  The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
