Performs technical, administrative and professional current planning work within the County Planning Department.

An employee in this class reviews site plans, and preliminary and final plats, and meets with developers, engineers and property owners to ensure compliance with land use ordinance.  Work involves primary responsibility for the administration and enforcement of the Stormwater requirements.  Responsibilities also include managing the street sign maintenance program and maintaining the department's website.  Considerable tact and courtesy must be exercised in frequent contacts with County and private citizens.  The work includes exposure to indoor and outside environmental conditions.  Work is performed under general supervision with guidance from the Planning Director and advice from the County Planning Board and is evaluated through periodic conferences and feedback from the public.Reviews plats and site plans and meets with developers, surveyors, engineers and property owners to ensure compliance with County zoning, subdivision, floodplain, stormwater and related land use ordinances and regulations.

Verifies information on maps are correct and ensures completeness of submitted documents.

Meets with developers, engineers, property owners, attorneys and others exploring development opportunities in the County.

Reviews stormwater calculations to ensure compliance with regulations and issues stormwater permits.

Maintains database of all projects submitted for review to track stormwater requirements and fees; annually reviews private BMPs to ensure compliance, and submits annual stormwater report to State.

Provides training in stormwater requirements to HOAs, business owners, engineers and surveyors.

Processes permit applications for new development and schedules inspections in absence of Planning Technician. 

Oversees street maintenance program; places sign orders and coordinates installation of new signs.

Updates and maintains department website including uploading documents including Board agendas, meeting minutes and inspection schedules.

Additional Job Duties

Performs related work as required.Thorough knowledge of the County's Unified Development Ordinance regulations.

Considerable knowledge of the principles and practices of rural and urban planning.

Considerable knowledge of current planning, zoning and flood plain codes, ordinances and legislation.

Considerable knowledge of stormwater rules and regulations.

General knowledge of GIS and mapping functions.

Some knowledge of the administrative issues related to the building code.

Skill in the collection, analysis and presentation of planning data.

Ability fo establish and maintain effective working relationships with the general public and with county, municipal state and federal officials.

Ability to analyze planning problems and to determine the data required for their solution.

Abilit to provide technical data to support the preparation of comprehensive plans and maps and maintains them with technical accuracy.

Ability to effectively explain land use rules to the public and property owners and to apply regulations consistently and accurately.Graduation from a four-year college or university with a degree in planning, geography, civil engineering technology or a related field and some experience in urban or regional planning.
