The Advanced Research Projects Agency for Health (ARPA-H), Acquisition and Contracting Office (ACO), is seeking a highly motivated contract specialist professionals. Qualifications:

Basic Requirements for the GS-12:

In order to qualify for a Contract Specialist, GS-1102 position, you must have:

A. completed a 4-year course of study leading to a bachelor's degree with a major in any field; OR

B. at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR

C. occupied a GS-1102 position on January 1, 2000. NOTE: Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12.

Additional Qualifications for the GS-12:

In addition, in order to qualify for a Contract Specialist, GS-1102 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: responsible for all aspects of the contracting transactions from initiation to recommendation of award for the: serving as a contract/acquisition administrator on a team primarily responsible for all aspects of awarded acquisition vehicles from award to closeout. Monitoring contractual performance related to such areas as delivery, cost, adequacy of progress or advance payments, effective use of Government-furnished facilities, equipment, or human resources.

Basic Requirements for the GS-13:

In order to qualify for a Contract Specialist, GS-1102 position at this grade, you must have:

A. Completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience was specialized experience at or equivalent to work at the GS-12 level, and provided the knowledge, skills, and abilities to perform successfully the work of the position. AND you have completed a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. B. Occupied a GS-1102-13 position on or before January 1, 2000; OR,

C. You are a current Department of Health and Human Services (HHS) employee with an approved waiver of educational requirements. To receive consideration, you must submit your waiver with your application.
Additional Qualifications for the GS-13:

In addition to the Basic Requirements above, you must demonstrate in your resume:

At least 1-year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as a contract administrator on awarded acquisitions, monitoring contractor's performance to determine if requirements are being met; providing guidance to customers and stakeholders on contracting requirements; drafting supplemental agreement/contract changes in compliance with regulations, laws, and policies; performing contract closeout actions (e.g., approval of final payments, archival of records), and identifying team training needs and providing training.

Responsibilities:

As a Contract Specialist, your duties will include, but are not limited to the following:
  • Perform post award activities as a grants, agreements, contracting specialist/officer for cooperative agreements, other transactions, contracts, and grants.
  • Monitor performers performance to ensure compliance with contract terms, conditions, and deliverables. Ensure CPARS records are completed in accordance with established timelines, as necessary.
  • Regularly review progress reports, invoices, and other documentation to verify the completion of contract milestones.
  • Address and resolve any issues or disputes that arise during contract performance, collaborating with relevant stakeholders to find effective solutions.
  • Facilitate communication between performers, program managers, Contracting Officer's Representative (CORs) to mitigate potential delays or conflicts.
  • Evaluate and process contract and agreement modifications in response to changing needs, scope adjustments, or unforeseen circumstances.
  • Implement quality assurance measures to verify that goods and services provided by the performer meet established standards and specifications.
  • Conduct inspections and assessments to ensure the overall quality of delivered products.
  • Plan and execute the orderly and timely closeout of vehicles, ensuring that all requirements have been met and final deliverables are received.
  • Coordinate the settlement of outstanding financial matters, final payments, and resolution of any pending issues.
  • Collaborate with cross-functional teams to implement changes that enhance acquisition and financial assistance management practices.

Salary : $82,830 - $158,432
