The Challenge
We are hiring an Environmental Program Consultant to join our Mitigation & Modeling (M&M) team that:
    • Contributes to the planning, permitting, streamlining, and overall program delivery of transportation projects.
    • Coordinates with civil, hydraulic, structural engineers, other professionals, and technical experts.
    • Provides indirect and cumulative impact (ICI) analysis for water quality and federally protected species.
    • Develops conservation measures to minimize the impacts of indirect and cumulative effects.
    • Develops cost-effective onsite wetland, stream, and buffer mitigation opportunities for impacts resulting from transportation projects.
    • Develops & implements Project ATLAS - our enterprise application of 3 Search, Screen and Workbench tools relying on GIS data and spatial analysis to advance project development and program delivery.
    • Oversees and coordinates with NCDEQ Division of Mitigation Services (NCDMS).
    • Creates and manages NCDOT’s Umbrella Mitigation Banking Instrument (UMBI).
    • Manages NCDOT mitigation resources through our Mitigation Geodatabase, Onsite Mitigation debit ledger, and 3rd party transfers of mitigation sites.
    • Develops GIS-based wetland and stream predictive models.
    • Provides advanced remote environmental screening for transportation projects on the State Transportation Improvement Projects (STIPs).
    • Uses emerging technologies such as UAV monitoring of mitigation sites to help expedite project delivery.
    • Develops and maintains our STIP impact projection database.
 
Enough about us, let's talk about you. In this role, you will:
    • Coordinate major aspects of programs managed under the Mitigation and Modeling Group (M&M) requiring advanced GIS analysis and knowledge. These programs include the Mitigation program with DMS and UAV environmental analysis.
    • Act as an NCDOT liaison for NCDMS, including coordinating quarterly invoices and payments, developing STIP impact projections using GIS analysis, and overseeing NCDOT’s mitigation order and mitigation reconciliations.
    • Serve as our lead in the development of EAU’s UAV environmental analysis and the EAU liaison to the Department of Aviation.
    • Be responsible for helping identify GIS data, new technologies, streamlining opportunities, and communicating this intel to Central/Division offices, resource agencies and other external stakeholders.
    • Manage outsourcing contracts for our M&M team, including coordinating scopes of work, PEF estimates, and approving invoices.
    • Perform field work including wetland delineations, NCWAM/ NCSAM assessments, field reconnaissance, county tax office research, and landowner meetings.
    • Lead special projects supporting M&M project delivery.
    • Maintain a solid understanding of the Clean Water Act, 404 and 401 permitting, NEPA, and the Federal Mitigation Rule and how they relate to our transportation projects.
 
What You Bring
    • Computer expertise in ESRI ArcGIS, including ArcCatalog, ArcMap, ArcGIS Online, or other web mapping service, plus Trimble GPS Units and associated desktop software.
    • Knowledge of mitigation, impact projections, mitigation banking and NCDMS processes.
    • Knowledge of wetland delineation, stream identification, and environmental uses of UAS technology and GIS mapping.
    • Experience planning and coordinating work, managing project schedules and deliverables, and evaluating and reviewing work done by others, including supervising consultants.
    • Knowledge of federal/state environmental laws and regulatory requirements - NEPA/SEPA, Clean Water Act, and Endangered Species Act.
    • Thorough knowledge of wetland systems, biological communities, and the relationship of highways and highway development to natural resources.
    • Demonstrated ability to solve problems, resolve conflicts, and apply critical thinking to complex environmental issues.  
    • Solid verbal and written communications skills to convey complex and technical information to varied audiences.
 
Education & Experience
    • Master's degree in agricultural, biological, engineering, environmental or natural resource sciences, or a closely related curriculum, and
    • 3 years of relevant environmental experience; or
    • An equivalent combination of education and experience.
