Under general supervision, plans, organizes, directs and manages the staff and activities of the Solid Waste Division, including residential and commercial waste collection and recycling operations; assures compliance of activities with state and Federal laws and City policies and goals.

- Manages the Solid Waste Division staff and activities to meet community and regulatory requirements for the City; provides leadership to assure that services are provided in alignment with the City's strategic objectives and state and Federal laws.
- Plans, organizes, implements and manages recycling and solid waste collection, waste reduction, and recycling and public information programs; analyzes community needs, and develops action plans to resolve recycling and solid waste collection service.
- Provides customer service; answers questions and concerns related to City services and projects; investigates citizen complaints and service requests, and coordinates resolution of conflicts and disagreements; explains City codes and regulations.
- Directs operations, evaluates and analyzes issues, and recommends and implements solutions; develops plans, goals, objectives, policies and procedures to effectively and efficiently deliver recycling and solid waste collection services to City residents and commercial customers.Develops annual division operating budget; manages all financial aspects of division; plans and manages resource allocations; assures efficient operations and cost-effective practices; manages the collection, analysis and reporting of operational, budget and financial data; analyzes future needs and forecasts equipment and resource requirements.
- Manages assigned staff; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
- Prepares and reviews regulatory compliance reports for City personnel and external agencies.
- Coordinates with government and regulatory agencies and other City departments in order to resolve program operations and development activities, project schedules, and community and environmental health issues.
- Monitors and reviews trends in recycling and solid waste collection operations and management issues; researches and identifies grant opportunities.
- Responds to requests for information; provides technical information to other environmental management organizations; researches technical issues, and recommends solutions.
- Attends public hearings and meetings as required.
- Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's degree in Environmental Sciences, Business or Public Administration; AND five years leadership experience in operational management of solid waste and recycling programs; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
- Must possess a valid Texas Driver’s License.
Preferred Licenses or Certifications:
- Certification as a Municipal Solid Waste (MSW) Facility Supervisor Class A or B from the Texas Commission on Environmental Quality is preferred.
Required Knowledge of:
- City organization, operations, policies and procedures.
- State and Federal laws, regulatory agencies and other resources for solid waste collection and recycling programs.
- Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) rules and regulations, and OSHA safety standards.
- Techniques and practices for effective and efficient management of allocated resources.
- Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, and employee supervision.
- Principles of record keeping and records management.
Required Skill in:
- Interpreting and applying solid waste and recycling collection operational and safety standards, applicable Federal rules and regulations, and City policies and procedures.
- Analyzing solid waste and recycling issues, and preparing and presenting recommendations.
- Interpreting customer needs and solving customer service and public relations issues.
- Assessing and prioritizing multiple tasks, projects and demands.
- Establishing and maintaining cooperative working relationships with City employees, officials, representatives from other local, state and Federal agencies and the general public.
- Supervising staff, and delegating tasks and authority.
- Operating a personal computer utilizing a variety of business software.
Physical Demands / Work Environment:
- Work is performed outdoors in all weather conditions; in an office environment; in a facility with exposure to hazardous equipment, exhaust and gas fumes, loud noises/vibrations from engine motors and machinery, heat and/or steam; and is subject to sitting, standing, bending, and reaching for extended periods of time; and ability to safely pull, push, lift and carry items weighing up to forty (40) pounds.

Salary : $78,278 - $95,500
